2024: Sentence - 7 years in prison for embezzlement of 900 million rubles

In mid-September 2024, the Leninsky District Court of Samara issued a verdict against the former first deputy chairman of the board of JSC "AKB Gazbank" Vladimir Semin. He received 7 years in prison for embezzlement of 900 million rubles.

As the investigators and the court established, in 2017 Semin entered into seven fictitious loan agreements for the development of the business of organizations that did not conduct actual economic activities. As noted in the official statement of the Prosecutor's Office of the Samara Region, the funds were stolen together with unidentified persons.

Gazbank is in bankruptcy proceedings. The prosecutor supported the lawsuit filed by the representative of the victim - the state corporation DIA (Deposit Insurance Agency) for the amount of damage caused (900 million rubles), the statement said.

Semin was found guilty under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud, that is, theft of someone else's property by deception using his official position, committed by a group of persons by prior conspiracy, on an especially large scale. On September 18, 2024, the Sixth Cassation Court of General Jurisdiction upheld the decision of the lower instance to find Semin guilty of embezzlement of the property of a credit institution by issuing deliberately bad loans to legal entities. In accordance with the decree, Semin will have to serve his sentence in a general regime correctional colony.

The civil lawsuit of the state corporation DIA in the interests of the bank in the amount of more than 897 million rubles was sent for a new consideration. It is also noted that the Bank of Russia revoked the license from JSC AKB Gazbank in 2018 due to the fact that "a significant amount of distressed assets has formed on the balance sheet of the credit institution."[1]
