2022: Arrest in a bribe case in the supply of medical equipment

At the end of December 2022, the chief physician of the Vologda Regional Oncological Dispensary, Sergei Anosenko, was detained in the case of receiving a bribe on an especially large scale - more than 1 million rubles. This was reported by the press service of the investigative department of the TFR in the region.

According to investigators, the head physician of the oncology dispensary received money in the amount of 1 million rubles and "other property worth several tens of thousands of rubles" from a representative of a commercial organization in a cafe in Vologda. According to regional media reports, this valuable property was a tea service worth 23 thousand rubles. According to the investigating authorities, the bribe was intended for the subsequent execution of contracts for the supply of medical equipment.

A criminal case was initiated under Part 6 of Art. 290 of the Criminal Code, the head physician of the Vologda Oncology Center was detained. Within the framework of the criminal case, searches and inspections were carried out, service documentation was seized. The name of the company, whose representative handed over the bribe to the head physician of the oncology dispensary, is not reported.

In August 2022, the government of the Vologda Oblast reported that the regional oncology dispensary had fully restored planned work after completing the repair of two computer tomographs and buying a second MRI apparatus. The equipment failed at the end of 2021, and at the beginning of 2022 a queue for research was formed.

The Vologda Regional Oncological Dispensary is one of the oldest medical institutions in the region. The medical center is engaged in the prevention, diagnosis and treatment of cancer, annually detecting more than 4 thousand new malignancies. Anosenko headed the oncological dispensary of the region in 2018.[1]

2024: Sentence - three years in prison for bribes

On February 28, 2024, the Investigation Department of the Investigative Committee of the Russian Federation for the Vologda Region reported that the former chief physician of the local oncology dispensary Sergei Anosenko was sentenced to three years in a maximum security colony. The man was found guilty of committing crimes under Part 6 of Art. 290 of the Criminal Code - taking a bribe on an especially large scale.

The case file says that on the afternoon of December 22, 2022, the head physician of the Vologda Oncological Dispensary Anosenko, while in a restaurant on Chekhov Street in the regional center, personally received 1 million rubles in cash from a representative of commercial organizations, as well as a tea service. The investigation and the court found that the named amount was transferred as a bribe for concluding a number of contracts with a total value of more than 82 million rubles for the planned control and maintenance of medical equipment in the indicated budget medical institution.

Former head physician of the Vologda Oncology Center sentenced to three years in prison for bribes

The fact of receiving a bribe, as noted, was recorded by U employees in FSB Russia the Vologda region. During the investigation against the official, a preventive measure was chosen in the form of detention. By a court decision, Anosenko's property and funds were seized for a total amount exceeding 6 million rubles.

According to the verdict, the 51-year-old defendant was sentenced to imprisonment for a term of 3 years with serving in a maximum security penal colony, with a fine of four times the amount of the bribe, which is 4,098,120 rubles. In addition, Anosenko is prohibited from holding positions in the public service and in local self-government bodies related to the exercise of organizational, administrative and administrative powers for 7 years.[2]

2025: New sentence - 3 years in a maximum security colony and a fine of 4 million rubles for bribes from suppliers of medical equipment

Former chief physician of the Vologda Oncological Dispensary Sergei Anosenko was sentenced to three years in prison in a maximum security colony for receiving bribes from suppliers of medical equipment. The decision was made by the court on March 3, 2025 after a review of the case in the new composition of judges. In addition to imprisonment, the convict was fined 4 million rubles.

According to TASS, the verdict passed a year ago (in 2024) was canceled in the court of appeal, after which the criminal case was considered in a new composition of judges. The United Press Service of the Courts of the Vologda Region reported that Anosenko was found guilty of committing a crime under Part 6 of Article 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale).

The court found that from September 2021 to December 2022, Sergei Anosenko, being the head of the oncology dispensary, created preferential conditions for two commercial organizations with participation in public procurement for the performance of work and the provision of services for the maintenance and repair of medical equipment, as well as the supply of expensive equipment. As a result, multimillion-dollar government contracts were concluded with these companies.

For this "cooperation," as well as for promises to assist in the state purchase of the ultrasound apparatus planned for 2023, the head physician received a bribe. The transfer of illegal remuneration took place on December 22, 2022 during a meeting in one of the restaurants in Vologda. The business representative handed over ₽1 million in cash to Anosenko, a tea service worth more than ₽23 thousand, and also paid for his lunch in a restaurant in the amount of ₽1 230, that is, the total amount of the bribe amounted to more than ₽1 million. The illegal actions of the head physician were suppressed by officers of the FSB in the Vologda region.

The first trial of Sergei Anosenko took place on February 24, 2024. Then he was also sentenced to three years in prison and a fine of ₽4 million. However, the defence side appealed and won it. In June 2024, the ex-head physician was released from custody, and the case was sent for review in a different composition of the court.

In addition to imprisonment and a fine, Sergei Anosenko is also deprived of the right to hold certain positions in the healthcare sector for seven years. Throughout the trial, the defendant denied any involvement in the commission of the crime.[3][4]
