2025: Sentence - 10 years for a bribe of 23 million rubles

In December 2025, in the city of Sochi, a court convicted a criminal corruption case. Former director of the architecture department of the city administration, who served as chief architect of Sochi, Sergei Dobromyslov was found guilty of receiving a large bribe and sentenced to ten years in prison in a maximum security colony. His accomplice, Alex Lomakin, received fifteen years in prison.

According to the court, in 2020, Sergei Dobromyslov, using his official position, demanded a monetary reward of 65 million rubles from the construction company. The bribe was a condition for obtaining permission to build a residential complex of apartments in Adler.

It clarifies that Kommersant the development was planned on the territory belonging to the lands of the forest fund. The transfer of money took place through an intermediary, Alex Lomakin. By 2021, the developer transferred parts of 23 million rubles. Upon receiving the next part of the amount, Sergei Dobromyslov was detained by law enforcement officers.

In relation to Alex Lomakin, the court also established guilt in the commission of fraudulent actions. According to the investigation, the offender misled citizens by offering to solve their real estate problems for money, for example, when buying apartments in problem houses. Lomakin's actions caused damage to the victims in the amount of 20 million rubles. Lomakin planned to appropriate another 66 million rubles.

According to Kommersant, in 2024, Sergei Dobromyslov and Alex Lomakin were already convicted, but the court of first instance did not regard the ex-official's actions as taking a bribe, retraining them in accordance with the article on fraud. In 2025, the previous verdict was overturned, and the case was sent for a new trial.[1]
