2023: Sentence - 4 years in prison for a bribe of 2 million rubles to the ex-head of the Ulyanovsk Ministry of Health
In early November 2023, the Leninsky District Court of Ulyanovsk announced the verdict to the founder of the Alliance Clinics network, Sergei Kurkov. He was found guilty of committing a crime under Part 5 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe to an official personally for committing knowingly illegal actions, committed on an especially large scale).
The investigation and the court found that the convict handed over to the Minister of Health of the Ulyanovsk Region Alexander Gashkov in the summer of 2022 2 million rubles for making a positive decision on recognizing the justified purchase of expensive medical equipment. Within the framework of the national project "Healthcare," he, including through firms controlled by him, offered technical tasks for procurement for the needs of state health care institutions. Gashkov pretended that he agreed to take the money, but reported the bribe taker to the FSB and transferred the entire amount to law enforcement agencies.
According to Kommersant, the defense insisted on the complete innocence of the businessman and his acquittal, arguing that Sergei Kurkov loaned the money at the request of the minister, and a number of evidence presented by the prosecution cannot be taken into account due to the fact that they were received in violation of the Code of Criminal Procedure. The lawyers call the audio recording of the conversation between the entrepreneur and the minister "mounted" by the prosecution.
As a result, the court sentenced Sergei Kurkov to 4 years in prison with a sentence in a maximum security colony. He must also pay a fine of 8 million rubles. According to the portal portal 73online.ru, it became bad for Kurkov to read out the verdict - he fell. Lawyers helped the defendant climb the chair. An ambulance was called.[1]
