Biography

Was born on February 28, 1964 in Dzerzhinsk (nowadays Nizhny Novgorod Region), Russia.

Education

1986 - graduated from department of history of GGGU of N.I. Lobachevsky.

Scientific degree

Candidate of historical sciences.

Thesis - "The French book in a design of the Russian artists emigrants: the 1920-1940th years"^[2].

Military Service

1989 - - served 1990 in armed forces,^[3] was the deputy commander of the battery for political-education work].

Career

1986 - 1989 - the teacher of department of social sciences of the Dzerzhinsk branch of Gorky polytechnical institute.

1990 - it was elected the People's Deputy of RSFSR on the Dzerzhinsk territorial district No. 364 and also the deputy of Gorky regional council of People's Deputies.

Was the deputy administrator of Change — New Policy fraction, the member of the commission on the culture of the Supreme Council of RSFSR, the member of the commission on the Russian abroad of presidium of the Supreme Council of the Russian Federation. Held a post of the chairman of the Russian creative union of cultural workers.

1990 - 1993 - in the Supreme Council of RSFSR was the vice-chairman of the Commission of Council of the Republic for culture.

1993 - 1998 - the deputy of the State Duma: in the Duma of the 1st convocation the chairman of subcommittee on culture, in the Duma of the 2nd convocation the vice-chairman of Committee on Education, culture and science.

Entered into the deputy Stability group, became the member of the committee by training, culture and science, the chairman of subcommittee on culture.

Also entered into Our home is Russia fraction, became the deputy chairman of committee on culture.

1998 - 1999 - the head of Federal service on TV and radio broadcasting.

1999 - 2004 - the secretary of state - the First Deputy Minister of Press, TV and radio broadcasting and means of mass communications.

Since 2004 - the head of Federal Agency for Press and Mass Communications.

Member of the State Anti-Drug Committee^[4].

Mikhail Seslavinsky presented an award to the winner of competition of translators "Read Russia/Read Russia"

Achievements in work

During operating time in parliament Seslavinsky achieved selection of the large amounts from the federal budget on objects of the social sphere of the Nizhny Novgorod Region. Among them - music school and drama theater in the city of Dzerzhinsk, school of arts in Bogorodsk, orphanages in Pochinki and Dzerzhinsk.

In addition to administrative work Seslavinsky conducts vigorous public work. So, in April, 2001 he was elected the chairman of the board of Media Committee non-profit partnership (the leading public organization of the Russian Federation concerning TV and radio broadcasting), in September, 2001 - the vice-chairman of Board of Directors of Public Russian Television (PRT) TV company.

Its position assignment of the head of the Ministry of Press met approval of the Russian media community. "Mikhail Seslavinsky always tried to separate from the most odious acts of the chief" - Kommersant wrote then about him, meaning the head of the Ministry of Press Mikhail Lesin directly involved in closing of NTV television channel and resignation of his director E. Kiselyov. Besides, Seslavinsky was always a person of the Ministry of Press: discussed the law on media with deputies of the State Duma and members of council of federation, spoke at different media conferences, was the chief speaker on boards of the Ministry of Press, several years sat at Board of Directors of ORT, often substituting mister Lesin".

From the loudest events with which the name of Mikhail Seslavinsky is connected it is possible to note sensational case of Ponosov (the director of rural school accused of computer piracy) in January, 2007. Many high-ranking officials spoke then in protection of the director, however Seslavinsky on behalf of the department announced readiness to compensate damage which Alexander Ponosov put Microsoft companies. At the same time Seslavinsky said: "It is unlikely the teacher of rural high school can be considered the chief intellectual pirate in our country"^[3].

Awards

November 27, 2006 - An Order of Honour - for a big contribution to development of domestic TV and radio broadcasting and long-term fruitful work.

2 seniyabrya 2008 - The Order of Friendship - for a big contribution to preparation and carrying out Year of Russia in China and Years of China in Russia.

Interesting Facts

Mikhail Seslavinsky seriously is fond of the art photo and literature,^[3] is known as the bibliophile, the collector of books of the beginning of the XX century].

Author of numerous articles of knigovedchesky character.

The author of books "Private Pioneer" (the collection of children's stories), "Aroma of a book cover" (a bibliophile album), Polaris (a story about adventures of a cane cat in Finland), Rendezvous (the Russian artists in the French book publishing of the first half of the 20th century), an album "Books for Gourmets" (in collaboration with professor of the Moscow State University of printing Olga Tarakanova)^[5].

Mikhail Seslavinsky does not forget the hometown and often comes with visits here. The last visit took place in December, 2009 within preparation for the celebration of the 80 anniversary of the city. As a gift to the 80 anniversary of Dzerzhinsk Mikhail Seslavinsky is going to construct in the city a chapel which place for construction is selected by the management of the city and deanery taking into account interests and requests of inhabitants^[3] now].
