Victor Shalnyov was born on August 10, 1962 in the settlement of Mogzon of Hiloksky district of the Chita region. Has the first qualification category on the organization of health care and the highest in "surgery".

Education

In 1985 graduated from the Chita state medical institute, after passing of an internship in a surgery, it was directed to work in regional clinical hospital where worked as the doctor-surgeon in department of purulent surgery.

Biography

2013: Appointment as the chief physician of Regional clinical hospital

In 2013 Victor Shalnev is appointed the chief physician of Regional clinical hospital, having released Igor Likhanov who became the Chairman of the Committee on social policy of edge Legislative assembly from this duty.

2020: Charge of taking of a bribe when purchasing the iatrotechnics

On December 6, 2020 announced Investigation department of the IC RF across Zabaykalsky Krai brining a charge to the chief physician of State Healthcare Institution "Edge clinical hospital" of Zabaykalsky Krai Victor Shalnyov of commission of the crime provided by Part 6 of Article 290 of the Criminal Code of the Russian Federation (taking of a bribe in especially large size, for illegal actions).

According to the investigators, Shalnyov used ex-officio full powers of the chief physician of hospital for taking of bribes from the head of the commercial organization in the form of so-called rollbacks for free signing of the contracts on delivery of the medical equipment. At law enforcement agencies there are data on receiving bribes by Shalnyov for the amount more than 13 million rubles.

Criminal case is brought on materials of regional government of FSB. Shalnyov is delayed by investigators in the city of Sochi and brought to Chita. In its apartment and also in a study searches, says SK are carried out.

Victor Shalnyov is taken into custody. Case is considered especially important. In case of establishment of fault the doctor is threatened up to 15 years of imprisonment also by a penalty in a 70-fold size from the amount of a bribe.[1]
