Alexey Shchurov was born on October 8, 1969.
In 1992 graduated from the Far Eastern Federal University of means of communication in Khabarovsk in "Automatic equipment, telemechanics and communication on railway transport".
From 1992 to 1997 worked in the Urgalsky distance of signaling and communication of the Baikal-Amur railroad in Khabarovsk.
From 1997 to 2003 held positions of the engineer, deputy chief on operation and the shop manager in Spassky workshop "Dalsvyaz" in Spasske-Dalnem.
Since March, 2003 – the director of the department of informatization and telecommunications of Primorsky Krai.
In September, 2014 Rostelecom announced Alexey Shchurov's appointment to a position of the associate director of macroregional branch "Far East". In this position he will be responsible for development of "the electronic government" and providing the public and municipal services in electronic form in the territory of the Far Eastern Federal District.
Due to the appointment Shchurov noted that he is glad to the provided opportunity to take part in implementation of the current projects of Rostelecom and development new and also hoped that its experience will help "in strengthening of positions of the company in the market of service and telecommunication services and with the sector of B2G".
