2020: Arrest on suspicion of frauds at state procurement of routers

On May 25, 2020 it became known of seized by court the chief of the 3rd department of complex projects of management of military and technical supply of service of economic providing the FSO (UVTS SHO FSO of Russia) colonel Dmitry Shirenov. He is suspected of frauds at public procurements of network equipment.

According to Kommersant with reference to the evidence, the colonel had two accomplices — the head of procurement of a state institution of SVEKO subordinated to the FSO Mikhail Tretyakov and the head of Paramitek company Alexey Chernetskikh.

The officer of the FSO is accused of frauds with state procurements of routers for 50 million rubles

Shirenov and Tretyakov organized purchase of routers, cartridges and other supplies. They ensured a victory Paramiteka. In the summer of 2019 SVEKO signed with structures of Chernetsky four contracts for total amount of 234.2 million rubles. According to the investigators, the prices of office equipment were overstated 30%, and having signed agreements on 42.4 million, 77.3 million, 60 million and 54.5 million rubles, malefactors stole more than 48 million rubles.

Shirenov was delayed during the investigation which was conducted by FSB and Investigative Committee. It concerned frauds at execution of delivery contracts to Federal Guard Service of Juniper Networks routers and also consumables, specifies the edition.

The 235th garrison military court according to the petition of the main thing of military investigation department (MTMID) of ICR considers that the management of UVTS SHO FSO and Federal State Unitary Enterprise SVEKO was misled by Dmitir Shirenov and Mikhil Tretyakov. However, according to the newspaper, in case it is told also about unidentified officials as from the FSO, and departmental federal state unitary enterprise which could participate in plunders.

By May 25, 2020 persons involved in criminal case check for participation in other episodes of plunders, the court did not take out them a measure of restraint yet.^[1]
