Biography

Alexander Sidorenko is from the city of Kizel of the Perm region. Date of birth – on January 9, 1978.

In 1999 he received qualification "engineer", having graduated from the Perm state technical university. Studied in "Highways and airfields".

Same year Alexander Sidorenko got a job in Federal State Unitary Enterprise Sverdlovskavtodor on a post of the economist of planned analysis department.

Left from this enterprise in 2006 – as the deputy chief of material management – the head of supply. From same year Sidorenko began to work as the Director of Nevyansky road repair and construction department.

In April, 2010 left DRSU in connection with appointment to the post of the Deputy Minister of Transport and road economy of Sverdlovsk region. Working in this position, dealt with issues of strategic and advance planning, forecasting of development and increase in efficiency of road economy.

2011: Appointment as the Minister of Transport and Communications of Sverdlovsk region

In January, 2011 Alexander Sidorenko became the acting as the Minister of Transport and Road Facilities, and in July, 2012, after reorganization of department and transfer to it, including informatization monitoring functions, – the Minister of Transport and Communications of Sverdlovsk region.

On this post of Sidorenko was the person responsible for informatization of the region.

2013: Income statement: 1.8 million rub

It agrees to the data on the income of officials which are officially published on the website of the government of the region, in 2013 Sidorenko Alexander Mikhaylovich's income was 1 million 838 thousand rubles, spouses - 1 million 448 thousand rubles. The apartment of 78.6 sq.m. is owned by the official. The spouse possesses the apartment which area is 89.6 sq.m., a garage - 27 sq.m., the office space - 185 sq.m. and Volvo XC car 90.

2017

Criminal case

In May, 2017 the Deputy Prosecutor General in the Ural Federal District Yury Ponomarev approved the indictment in the matter of the ex-Minister of Transport and Communications of Sverdlovsk region Alexander Sidorenko about an illegal entrepreneurship. Criminal case was taken to court for consideration on the merits.

According to the investigators, from March, 2010 to February, 2016 Sidorenko, working as the minister, was the actual owner of 70% of a share in the company of Uraldortekhnologiya registered on his mother-in-law and also 100% of a share in Uraltranspetrolium as which founder his brother acted.

Sidorenko personally and through authorized representatives took part in management of the specified organizations. Informed on plans and diagrams of repair and construction of roads in the territory of the area, he provided in a priority order to these organizations information on repair, made recommendations and instructions to heads of economic entities about the conclusion with the organizations of agreements managed by it on accomplishment of the corresponding works.

As a result these organizations became winners of auctions, and with them the public and municipal contracts on repair of roads were signed, report in prosecutor's office.

Concerning Alexander Sidorenko the measure of restraint in the form of recognizance not to leave and proper conduct was chosen. For ensuring execution of a sentence regarding property collectings it is seized its money.

Earlier, in November, 2016, the investigation department of GSU ICR with assistance of field investigators of UFSB in Sverdlovsk region was carried out by searches at the place of residence of Alexander Sidorenko[1]. He was on vacation in Israel at this time. On the same day from department of information policy of the governor it became known that Sidorenko does not head the regional Ministry of Transport any more.

Court

In October, 2017 in Verkh-Isetsky court of Yekaterinburg consideration of criminal case of Alexander Sidorenko began. He is accused of illegal business activity.

As the witness to the courtroom Roman Zhdanov, the company executive of Uraldortekhnologiya was invited. According to regional media, Zhdanov voluntarily was in due time in UFSB in Sverdlovsk region and wrote the application for Sidorenko that that is engaged in illegal business activity. It also became a reason for carrying out searches and arrest of the official.

During process it was sounded that Sidorenko controlled 70% of Uraldortekhnologiya written on his mother-in-law – Galina Iost. The minister's brother Mikhail Sidorenko owned 100% of Uraltranspetrolium company. For the purpose of concealment of participation in business activity of Sidorenko transferred the equity interest to relatives – the mother-in-law and the brother, the investigation[2]Believes[3].

Both enterprises, according to law enforcement agencies, received the public and municipal contracts on repair of roads, winning in tenders which results the ex-minister could affect. According to Zhdanov, Sidorenko gave all support to the enterprise including at the conclusion of government contracts[4].

We participated and won many public contracts. Sidorenko helped us different biddings, subcontractings, special equipment and materials. Instructed as how to do at the enterprise how to behave. Termination of criminal case

In December, 2017 criminal prosecution of the ex-Minister of Transport and Communications of Sverdlovsk region Alexander Sidorenko was stopped, reported the regional Ura.ru portal with reference to Verkh-Isetsky district court of Yekaterinburg. The former official was accused of illegal participation in business activity.

The court says that the case was dismissed behind lapse of time of criminal prosecution.

Only in case of the consent of the defendant, the judge closes consideration of criminal case on which prescriptive limit expired. At the same time, in information center it will be about it written that case is not solved, the person is not acquitted, though not condemned. Further it can do much harm to employment to high positions or the state posts, - the lawyer Pavel Babikov expressed opinion.[5]
