2025: Wanted list in 'dead souls' employment case

Former chief physician St. Petersburg City Hospital No. 20 Tatyana Surovtseva was put on the federal wanted list in the case of fictitious employment. Information about this appeared on March 5, 2025 in the search database. According to RBC, the database of the Ministry of Internal Affairs specifies that Surovtseva is wanted under one of the articles of the Criminal Code, but the exact number of the article is not given. According to SPARK, Surovtseva ceased to hold the post of chief physician of the hospital on December 2, 2024. Since December 20, Dmitry Monakhenko, who is also the head of the neurosurgical department of the city hospital No. 26, has been appointed acting head physician.

The criminal case in which Surovtseva is wanted is associated with large-scale embezzlement of budget funds. The police conducted searches in the administration of the Moscow region and the city hospital No. 20 in the fall of 2024. Then 36 people were detained, including Tatyana Surovtseva.

As reported by the Ministry of Internal Affairs, acquaintances and relatives of the management have been fictitiously employed in the hospital since 2021. They were listed as cleaners, computer operators, drivers and other employees. At the same time, these people did not fulfill their official duties, and the organizers and accomplices of the criminal scheme received wages for them.

In total, several dozen people were "employed" in this case. The organizers of the criminal scheme not only received wages for fictitious employees, but also issued them impressive bonuses. According to preliminary estimates of the investigation, the total damage to the budget from the activities of the organized group can reach ₽1 billion.

In October 2024, the Kuibyshevsky Court of St. Petersburg decided to detain four suspects in this criminal case. At the time of publication of information on the search, RBC sent inquiries to the Ministry of Internal Affairs and the St. Petersburg Health Committee for additional comments.[1]
