Bai Tianhui abused his office for four years. He assisted companies and individuals in gaining access to investment projects. Its influence extended to decisions on corporate financing, which allowed beneficiaries to receive loans and investments on preferential terms.

In return for services, Bai received cash and material assets. The amounts of individual bribes were not disclosed, but the total amount of illegal payments exceeded a billion yuan. The scheme operated during the period of active expansion of Chinese investment companies and the growth of the corporate financing market.[2]
