2025: Sentence - 8 years in prison for embezzlement of budget funds
On April 23, 2025, the Anti-Corruption Agency of the Republic of Kazakhstan announced that the court had sentenced Abzal Tilmagambetov, director of the KSU "Center for Road Safety and Digital Technologies of the City of Aktobe." He received 8 years in prison for embezzlement of budget funds.
According to the investigation, Tilmagambetov, acting in collusion with individual entrepreneur Aslan Kusumov, entered into fictitious contracts for the implementation of work on the application of road markings. Moreover, the purchase of services was carried out in violation of the law - from a single supplier, without holding a tender. As a result, 35 million tenge (5.57 million rubles at the exchange rate as of April 24, 2025) was assigned as payment for deliberately unfulfilled work.
In addition, Tilmagambetov spent budget funds in the amount of 237 million tenge (about 37.73 million rubles), concluding public procurement contracts with contractors for road marking, which were to be fulfilled by them within the framework of their warranty obligations. That is, these works should not have been financed from the budget at all.
As noted by the Aktobe Times, Tilmagambetov refused to admit guilt: he said that all contracts were concluded by law, and the funds were transferred for the work actually performed. Kusumov also pleaded not guilty. In accordance with the verdict issued by court No. 2 of the city of Aktobe, Tilmagambetov, in addition to serving a prison term, is prohibited for life from holding positions in the public service and in local governments. In turn, Kusumov was sentenced to 7 years in prison with life deprivation of the right to hold materially responsible positions in commercial and state organizations[1]
