2024: Arrest in over-priced medical equipment procurement case
On October 10, 2024, it became known about a new criminal case against the former head of the territorial compulsory health insurance fund (TFCMI) of the Stavropol Territory, Sergei Troshin. He is accused of organizing a criminal community and purchasing medical equipment at inflated prices, which damaged the fund in the amount of ₽41 million.
The investigative part of the Main Directorate MINISTRY OF INTERNAL AFFAIRS Russia for the North Caucasus Federal District (North Caucasus Federal District) opened a criminal case under Article 210 of the Criminal Code of the Russian Federation (organization of a criminal community using official position). According to the investigation, Troshin, together with his accomplices, from February 2017 to March 2021, entered into state contracts with local clinics for the rental and supply of medical equipment at unreasonably high prices with a predetermined supplier.
This is the second criminal case against Sergei Troshin. Earlier, in April 2024, he was detained on charges of large-scale fraud. Then investigators claimed that from January to August 2021, Troshin and his alleged accomplices entered false information into the register of accounts for the provision of compulsory medical insurance services to Stavropol Regional Rehabilitation Center LLC, which led to damage in the amount of ₽48 million.
Sergey Troshin headed the TFCMI of the Stavropol Territory since December 2013. Prior to this appointment, he served as Deputy Minister of Finance of the region. After his arrest in April 2024, Deputy Director Ivan Boldyrev became the interim head of the terfond. In September 2024, Governor Vladimir Vladimirov appointed Natela Pavlichenko, Acting Director of TFCMI.
The investigation continues to carry out operational-search measures, establishing all the alleged members of the criminal community. During the investigation, it is planned to give a legal assessment of the actions of other persons possibly involved in the crimes.[1]
