In mid-June 2021, it became known about the detention of Denis Ulesov, Director General of the Information Technology Center of the Republic of Tatarstan. He is suspected of major fraud while working as the first deputy head of PJSC Tattelecom.
According to Business Online, citing sources in law enforcement agencies, the criminal case is related to the lease by MTS from Tattelecom of underground communication cables at prices known to be seven times lower. According to the publication, six contracts between companies appear in the case, in five of which Ulesov put his signature, and in one - the then general director of Tattelecom Lutfulla Shafigullin.
According to investigators, thanks to these agreements with an unreasonably low rental cost, Ulesov and "so far unidentified persons" could earn 539 million rubles. Exactly this amount Tattelecom did not receive during the years of the contracts, the publication says.[1]
