2020: Detention on suspicion of receiving a bribe
In mid-December 2020, the head of the Department of Drug Support of the Ministry of Health of the Chelyabinsk Region, Arina Ustyugova, was detained on suspicion of receiving a bribe.
According to 74.ru, the detention occurred in the Independent Coffee House, which is located next to the building of the regional Ministry of Health. The money in the institution was transferred to the official by a representative of a commercial company supplying expensive drugs to children with rare diseases.
According to the portal Znak.com, 509 thousand rubles. Arina Ustyugova handed over the regional manager of Johnson & Johnson in return for the personal data of patients with spinal muscular atrophy. Ustyugova also promised the company general patronage in work.
The UK reported that a criminal case was instituted against the head of the department of the Ministry of Health of the Chelyabinsk Region under paragraph "c" of part 5 of Art. 290 of the Criminal Code of Russia (receiving a bribe). According to investigators, the suspect intended to receive bribes from a representative of a commercial organization "for providing personal data of persons, as well as general patronage and assistance in commercial activities."
On December 17, 2020, the Central District Court of Chelyabinsk sent Arina Ustyugova under house arrest for two months - until February 15, 2021.
According to Moskovsky Komsomolets, citing Ustyugova's income statement, in 2019 she earned 1.2 million rubles. That is, in a month her salary was about one hundred thousand rubles. As for property, the official has an apartment with an area of more than 100 square meters. The rest is recorded on her husband, who earns 38 thousand rubles a month. The husband owns two large plots of land, a garden and three apartments. Ustyugova worked in the Ministry of Health of the Chelyabinsk region for more than 15 years.[1][2]
2021:4 years in prison for a bribe
On July 1, 2021, the Central District Court of Chelyabinsk sentenced the ex-head of the drug supply department of the regional Ministry of Health Arina Ustyugova to four years in prison in a penal colony. She was found guilty of receiving 507 thousand rubles as a bribe from a representative of a commercial organization.
In addition to imprisonment, Ustyugova's punishment includes a ban on holding senior positions in the public service and in local governments for two years. At the same time, the sentence of the convict was postponed until her child reaches the age of 14 - until July 2023, TASS reports with reference to the press service of the prosecutor's office of the Chelyabinsk region.
The name of the pharmaceutical company from which Arina Ustyugova received a bribe is not indicated in public materials. It is known that the drug Spinraz (its maximum selling price is more than 5 million rubles per package) is produced by Biogen, and its official supplier in Russia is Janssen (a division of Johnson & Johnson).
According to the investigation, Ustyugova received a bribe from the manager of the pharmaceutical company for providing information on the number and personal data of SMA patients in need of the drug Spinraz. For what personal data of patients could be used, not by the beginning of July 2021 is not reported.
In February 2021, Ustyugova fully admitted her guilt. She was accused under paragraph "c" of part 5 of article 290 of the Criminal Code of the Russian Federation (receiving a bribe on a large scale). During the trial, the accused's property was seized in the amount of more than 4.6 million rubles. According to Chelyabinsk media, the official worked in the regional Ministry of Health for at least 16 years. First, she was deputy head of the drug department, and then headed it.[3]
