Education
In 1982 he graduated with honors from the Altai State Medical Institute (AGMI; since 1994 - university) with a degree in medical medicine, and in 1998 - the All-Russian Correspondence Financial and Economic Institute with a degree in management, having received the qualification of an economist.
Career
2000-2005
From 2000 to 2005, Valery Elykomov worked as the chief physician of the Altai regional blood transfusion station.
2005-2012
From November 2005 to March 2010, Valery Elykomov led the health care of the Altai Territory. In 2010-2012 he was the chief physician of the Altai Regional Cardiological Dispensary.
In 2012, he was appointed chief physician of the Altai Regional Clinical Hospital.
2012-2016
In 2014-2016 he was a deputy of the Altai Regional Legislative Assembly of the sixth convocation. He was also elected to the Altai Legislative Assembly in the 2016 elections, which were held simultaneously with the elections to the State Duma of the Russian Federation, but refused the mandate of the Altai Regional Legislative Assembly and became a deputy of the State Duma of the seventh convocation on the list of the United Russia party. He was elected a member of the health protection committee, being a member of the United Russia faction.
2018
On April 13, 2018, he became one of the initiators of Bill No. 441399-7 "On Measures of Influence (Counteraction) on Unfriendly Actions of the United States of America and (or) Other Foreign States," in paragraph 15 of the second article of which it is proposed to introduce a ban or restriction on the import into the territory of the Russian Federation of drugs produced in the United States or other foreign states. The bill was criticized by a number of public organizations, the Federation Council Committee on Social Policy and the State Duma Committee on International Affairs.
2021: Appointment as Minister of Health of the Altai Republic
On October 18, 2021, it was announced the appointment of Valery Elykomov as Minister of Health of the Altai Republic. Lyudmila Grigoricheva, who previously temporarily acted as minister, remained to work in the department in the position of First Deputy Minister of Health.[1]
