2018: Initiation of the first criminal case

For the first time, a criminal case against Valery Dergilev was initiated in March 2018 by the regional department of the Ministry of Internal Affairs. The basis was the materials of the FSB in the Voronezh region. At the same time, the suspect was imprisoned under house arrest, under which he spent five months, after which the measure of restraint was changed to a recognizance not to leave.

2023: Sentence - 4 years in prison for fraud and abuse of authority

The Soviet District Court of Voronezh sentenced Valery Dergilev, former Director General of Experimental Design Bureau of Motor Engineering LLC (OKBM), to four years in a general regime colony. He was guilty under Part 4 of Art. 159 of the Criminal Code of the Russian Federation ("Fraud"), part 1 of Art. 201 of the Criminal Code of the Russian Federation ("Abuse of authority" - three episodes) and part 4 of Art. 160 of the Criminal Code of the Russian Federation ("Appropriation or embezzlement")

As Kommersant writes with reference to court materials, Valery Dergilev was charged with an "unreasonable increase in accounts payable" to OKBM by issuing promissory notes, as well as a "decrease in the total amount of assets," illegal issuance of premiums and dubious transactions with shares of the enterprise. The charges concerned the work of Valery Dergilev as general director of the enterprise from 2009 to 2018.

According to the newspaper, one of the episodes described transactions with the wife and stepson of the defendant Elena Andriyanova and Sergei Okhrimenko, who were listed in the OKBM as deputy and assistant to the head. Valery Dergilev was accused of transferring bills of exchange to relatives in 2017, which are debt obligations of the enterprise, totaling 78 million rubles, as well as real estate - production buildings and plots in Voronezh and Ramonsky district.

The total amount of damage caused by the director's crimes, according to the investigation, exceeded 180 million rubles. Meanwhile, OKBM filed a civil lawsuit against the former head for almost 294 million rubles.[1]
