2022: Fined 400 thousand rubles for the explosion of oxygen cylinders

On September 26, 2022, the Central District Court of Chelyabinsk fined Viktor Vyatkin, deputy chief physician of the City Clinical Hospital No. 2, 400 thousand rubles, finding him guilty of negligence (part 1.1 of article 293 of the Criminal Code of the Russian Federation). In addition, Vyatkin will not be able to hold administrative positions for two years, the press service of the court said.

The punishment was imposed in the case of the explosion of oxygen cylinders, which occurred in the oxygen booth of the polyclinic of the city hospital No. 2 on the morning of October 31, 2020. The Ministry of Emergency Situations then noted that at first the extension to the hospital building, in which there were tanks with oxygen, caught fire. During the fire, the tanks were depressurized, the fire spread to the hospital building and a neighboring residential building. There were no dead or injured as a result of the incident.

Then, in relation to GKB No. 2 of Chelyabinsk, an administrative case was initiated under Part 1 of Art. 9.1 of the Administrative Code of the Russian Federation (violation of industrial safety requirements or the conditions of licenses for activities in the field of industrial safety of hazardous production facilities) and a criminal case under Part 1 of Art. 293 of the Criminal Code of the Russian Federation (negligence).

In June 2021, the Ural Department of Rostekhnadzor completed a technical investigation into the causes of the explosion at the oxygen station in the City Clinical Hospital No. 2 of Chelyabinsk, which occurred on October 31, 2020. Specialists of the department found that due to the emergency mode of operation of the power grid in the internal room of oxygen equipment, combustible materials were ignited.

Among the violations was also: the lack of a project for the installation of the station, the requirements for operation were not met, the station was not included in the register of hazardous production facilities, there was no license for its operation.[1]
