Biography

Born on October 17, 1970 in the city of Cherepovets, Vologda Oblast.

In 1996 he graduated from the Moscow State Law Academy with a degree in Jurisprudence, qualification as a lawyer.

In 2001, he graduated with honors from the Finance Academy under the Government of the Russian Federation with a degree in Finance and Credit, qualification as an economist.

In 2020, he graduated from professional retraining at the National Research University "Higher School of Economics" in an additional professional program for obtaining the qualification "Specialist in State and Municipal Administration" - Master of Public Administration (MPA).

In 2021, he graduated from the professional retraining program "Training of teams managing urban development projects" of the SKOLKOVO Higher School of Management (Moscow).

In 2021, he took part in and successfully passed the methodological program of the Ministry of Industry and Trade of the Russian Federation "Leaders in Infrastructure Development" (basic course), as well as training in the advanced training program "Innovative Technologies in the Infrastructure of the City" of the Higher School of Economics.

For the period from January 1, 2021 to December 31, 2021, the family income of the Deputy Governor of the Vologda Region, who oversees the economic development of the region, regulation of investment activities, industry, science and scientific and technical policy, support for small and medium-sized businesses, trade, development of foreign economic relations of the region, labor relations, informatization of the region Vitaly Tushinov amounted to 6.8 million rubles.
