Biography

Born in 02.01.1981 in Kazan.

He graduated in 2003 from Kazan State Technical University named after Tupolev (Electrical equipment of cars and tractors, engineer).

He worked in 2002-2011 in the Territorial Branch of the Treasury Department of the Ministry of Finance of the Republic of Tatarstan in Kazan and the Accounts Chamber of the Republic of Tatarstan.

Since 2011, he has been an employee of GAU Technopark in the field of high technologies, IT Park, Kazan, and since 2020, as Executive Director. Under the leadership of Vlasov, among other things, a large-scale project was implemented to build an IT park named after Bashir Rameev in 2022.

2022: General Director of Tatarstan IT Park

Ruslan Vlasov, who previously held the position of Executive Director of the IT Park, was appointed General Director of the Technopark in the field of high technologies of the IT Park.
