2021: Appointment as head of FinCERT and early dismissal
At the end of September 2021, Igor Dobrovoltsev was appointed the new head of the Department's Interaction and Response Center information security CENTRAL BANK (FINTSERT). This was reported by "" Kommersant with reference to its sources and the press service of the Central Bank of the Russian Federation.
Volunteers previously worked at Gazprom Neft. According to one of the newspaper's sources, for the leaders of the Central Bank, this candidacy was relevant given the rapidly changing profile of attacks on financial organizations.

According to the deputy director of the center for countering cyber attacks Solar JSOC Rostelecom Alexei Pavlov, the financial industry is characterized by targeted complex attacks with the aim of monetization, in extractive - attacks on ASU (automated control system) in order to stop technological processes; the "basic principles" are similar, but the differences in industries "greatly affect the construction of a risk model for providing IS."
According to Pavlov, the functions of FinCERT are very different from those of any security center (SOUND), and here the industry specifics are even more important. Alexey Novikov, Director of the Positive Technologies Expert Security Center, believes that for the SOUNDin the financial sphere, "the main task is to monitor the unrealization of a critical event related to the theft of money from a financial institution."[1]
In December 2021, Igor Volunteers resigned from the Central Bank.
