2026: Arrest in targeted communications blackout case to pressure contractor

On February 14, 2026, the Ministry of Internal Affairs for the Republic of Sakha (Yakutia) announced the arrest of the director of Sakhatelecom, the Yakut branch of Rostelecom, Konstantin Voytekhovsky. He is accused of abuse of office.

According to the investigation, in December 2023, an ArcticTelecom agreement was concluded between the joint-stock company "," acting as the general contractor, and Rostelecom for the construction of a fiber-optic communication line along the route "Kirovo village - Zhigansk village." The cost of the project was estimated at 335.62 million. rubles However, the work performed in full and the delay in fulfilling obligations under the contract led to the accrual of Rostelecom a penalty of PJSC "" in the amount of about 322.19 million rubles.

The case file says that Voytekhovsky, trying to force the general contractor to accept unreliable amounts of work and reduce the amount of accumulated penalties, instructed a subordinate employee to turn off the fiber-optic communication line under a fictitious pretext about the accident. Due to these actions, from September 4 to 11, 2025, about 500 subscribers were left without communication in the settlements of Bestyakh, Zhigansk and Bahanay. At the same time, ArktikTelecom suffered damage in the amount of more than 358 thousand rubles in the form of lost profit.

A criminal case against Voitehovsky was initiated under paragraphs "g," "e" of part 3 of article 286 of the Criminal Code of the Russian Federation - abuse of office committed by a group of persons, a group of persons by prior conspiracy or an organized group of selfish or other personal interest. Such acts are punishable by imprisonment for a term of three to ten years with deprivation of the right to hold certain positions or engage in certain activities for up to three years. Voitehovsky was sent to a pre-trial detention center until April 9, 2026.[1]
