2023: Bribery charge
On July 24, 2023, it became known that a criminal case was sent to the Dubninsky City Court of the Moscow Region against the former first deputy general director of JSC RTI Group Sistema and deputy general director of PJSC IAC Vympel, Major General Vyacheslav Lobuzko. He is accused of bribing the former head of the 5th department of the department of military missions of the Ministry of Defense of the Russian Federation Andrei Marchukov.
Lobuzko oversaw the development work of the Center 2014 project to create a defense control center. states Prior to that, he commanded the SPRN division (missile attack warning system). According to Kommersant the newspaper "," Lobuzko was detained on May 12, 2023 by military counterintelligence officers by order of the investigator of the military investigation department of the TFR for the Strategic Missile Forces (strategic missile forces). The reason for this was Marchukov's testimony, which he gave as part of a pre-trial agreement in his criminal case.
Marchukov headed the 1607th (later 1653rd), and then the 395th military missions of the Ministry of Defense, which controlled the execution of government orders placed at Vympel IAC, as well as the production of products supplied by RTI Group Sistema JSC. According to the former military representative Marchukov, Major General Lobuzko thanked him for turning a blind eye to the shortcomings in the acceptance of products produced as part of the state defense order.
According to the materials of the case, Lobuzko asked the former head of the defense Dubnensky machine-building plant Sergei Datsko to fictitiously apply for a relative of the military representative for his enterprise and, as an employee, to allocate a subsidy of 980 thousand rubles for the purchase of housing. Later, as established by the investigation, this money went to Marchukov and was used to purchase an apartment. Lobuzko is charged under Part 5 of Art. 291 of the Criminal Code of the Russian Federation - giving a bribe on an especially large scale.
Marchukov, in turn, was accused of abuse of office with grave consequences (part 3 of article 285 of the Criminal Code of the Russian Federation) and taking bribes on a large and especially large scale (parts 5 and 6 of article 290 of the Criminal Code of the Russian Federation). On June 1, 2023, he was sentenced to eight years in a maximum security colony and a fine of 2.94 million rubles. The apartment received as a bribe was confiscated.[1]
