F.M. Vyatkin was born on February 22, 1950 in Korkino of Chelyabinsk region. In 1978 graduated from the Sverdlovsk legal institute. In the same year it was elected the judge of the Central district court of Chelyabinsk. From 1981 to 1985 worked as the judge of the Chelyabinsk regional court; from 1985 to 1987 - the chairman of the Soviet district court of Chelyabinsk; from 1987 to 1988 - the vice-chairman of the Chelyabinsk regional court. In 1988 F.M. Vyatkin became the youngest chairman of regional court in Russia. From 1991 to 1993 F.M. Vyatkin was a member of Presidium of Judicial council of the Russian Federation, took part in development and preparation of the Law "About the Status of Judges in the Russian Federation". From 1993 to 1996 held a position of the vice-chairman of the Highest qualification board of judges of the Russian Federation, the chairman of section of the general courts. From 1996 to 2000 was the member of council of judges of the Russian Federation, the Chairman of the Committee on informatization. Since 2000 and till present F.M. Vyatkin is the vice-chairman of the Highest qualification board of judges of the Russian Federation.
In 1986 F.M. Vyatkin was awarded with the breastplate of the Ministry of Justice of the USSR "For progress in work", in 1995 - a medal of the Ministry of Justice of the Russian Federation of "the Name of A.F. Koni", in 1999 - an Order of Honour, in 2003 - the medal "In Memory of the 200 Anniversary of the Ministry of Justice of the Russian Federation". In 1994 to it the rank of the Honored lawyer of the Russian Federation is given. The top qualification class is appropriated in 1995. In 2005 F.M. Vyatkin is awarded with the Certificate of honor of the State Duma of Federal Assembly of the Russian Federation for a substantial contribution to development of the legislation and parliamentarism, strengthening of democracy and the constitutional system in the Russian Federation, ensuring the rights and freedoms of citizens of the Russian Federation, for vigorous social and political activity. In 2006 it is awarded with the Order "For Merit to the Fatherland" 4th Class. Fedor Mikhaylovich Vyatkin is appointed by the decree of the President of the Russian Federation of April 26, 2007 No. 551 to the position of the chairman of the Chelyabinsk regional court for the second six-year term of office.
