The second department of investigation of especially important issues of investigation department of Investigative Committee of the Russian Federation of the Rostov region brought charge to the chief of office No. 3 OEBIPK by Regional Office of the Ministry of Internal Affairs of Russia on Taganrog of commission of the crime provided by Part 5 of Article 291.1 of the Criminal Code of the Russian Federation (the offer of mediation in bribery). This was reported in the regional department of the TFR on November 11, 2022.

According to the investigation, in April 2022, the accused, having information about a procedural check on the fact that the deputy chief physician of the State Budgetary Institution RO Onkodispancer received bribes, suggested that the deputy chief physician mediate the receipt and subsequent transfer of a bribe in the amount of 40 million rubles. For the specified amount, the accused promised to assist in negotiations with law enforcement officers on the initiation of a criminal case under a less serious article of the Criminal Code of the Russian Federation and not to provide the investigative body with operational materials of its illegal activities.

At the request of the investigator, the court chose a preventive measure against the accused in the form of detention.

A criminal case against him was initiated under part five of article 291.1 of the Criminal Code of the Russian Federation "Offer of mediation in bribery."

In May 2022, the Investigation Department of the Investigative Committee of the Russian Federation for the Rostov Region announced the initiation of a criminal case under Part 2 and paragraph "c" of Part 5 of Art. 290 of the Criminal Code of the Russian Federation (taking bribes on a significant and large scale) against the deputy head of the regional oncology center. Officially, the UK did not name the suspect. Local media wrote that it was about Yulia Goncharova.[1]

Initiation of a criminal case on taking bribes from patients

In mid-May 2022, the Leninsky District Court of Rostov-on-Don arrested Yulia Goncharova, deputy chief physician of the regional oncological dispensary, who is suspected of extortion and taking bribes.

According to the press service of the Main Directorate of the Ministry of Internal Affairs of Russia for the Rostov Region, in the period from July 2021 to March 2022, the deputy head of the oncology dispensary repeatedly received bribes in the amount of 100 to 160 thousand from patients and their relatives for resolving issues related to hospitalization of citizens in a medical institution, prescribing treatment with expensive drugs, as well as other issues within its competence.

Employees of the Investigative Department of the Investigative Committee of Russia for the Rostov Region initiated criminal proceedings against the defendant on the grounds of crimes under paragraphs "c, b" of part 5 and part 2 of article 290 of the Criminal Code of the Russian Federation "Taking a bribe." In relation to the detainee, a preventive measure was chosen in the form of detention.[2]

2023: Sentence - 4 years in prison for bribes

A court in Rostov-on-Don sentenced the former deputy chief physician of the regional oncology center Yulia Goncharova to four years in prison. The press service of the regional department of the TFR announced this in early May 2023.

Goncharova was found guilty of committing 11 episodes of crimes under Part 2 of Art. 290 of the Criminal Code (receiving a bribe in a significant amount), paragraph "c" part 5 of article 290 of the Criminal Code of the Russian Federation (receiving a bribe on a large scale), paragraph "b" part 5 of article 290 of the Criminal Code of the Russian Federation (taking a bribe on a large scale with extortion of a bribe), part 3 of Art. 290 of the Criminal Code (taking a bribe for illegal actions).

The investigation and the court found that in the period from January 2021 to March 2022, the convict repeatedly received bribes in the amount of 30 thousand to 160 thousand from patients and their relatives for resolving issues related to the hospitalization of citizens in a medical institution, the appointment of treatment with expensive drugs, as well as other issues within her competence.

At the request of the investigator, the court chose a preventive measure in the form of detention against the woman. During the investigation of the criminal case, she admitted her guilt in committing crimes and entered into a pre-trial cooperation agreement, the Investigation Department of the Investigative Committee of the Russian Federation for the Rostov Region reported.

Nevertheless, the court sentenced her to a real term. Yulia Goncharova will serve her sentence in a general regime correctional colony. She is also prohibited from holding positions related to the implementation of organizational and administrative functions in state bodies and local self-government bodies for a period of 5 years.[3]
