Was born on September 26, 1960 in Karasuk of the Novosibirsk region, Russia.

Education

1982 - graduated from the Novosibirsk institute of engineers of the water transport majoring in "An electric actuator and automation of plants", is an electrical engineer.

2000 - underwent occupational retraining in Academy of National Economy under the Government of the Russian Federation.

In June, 2018 became the deputy CEO of Regionbusinessproyekt management company which is included into structure of the enterprises "Metallservice" Former Head of the Novosibirsk Region^[4].

In September, 2019 it is appointed the managing director of Metallservice-Novosibirsk LLC, headed the company as the individual entrepreneur^[5].

Public activity

March, 2011 - participated in a ceremony of commissioning of the apartment house, in which more than hundred apartments are intended for the military personnel^[6].

December, 2011 - participated in a ceremony of delivery by the young scientist of scholarships, awards and grants of the Government of the region which took place in the big hall of the Government of the region^[7].

April, 2012 - participated in a ceremony of a celebration of athletes, trainers, specialists of physical culture and sport Sports elite which took place yesterday in the concert and theatrical center "Classic Yugra" of the city of Khanty-Mansiysk^[8].

May, 2012 - participated in an international campaign "Night in the museum". Together with thousands of residents of Novosibirsk examined exposures of Novosibirsk State Art Museum, the City center of the fine arts and the Museum of the city of Novosibirsk. In art museum Vasily Yurchenko attended a personal exhibition of the artist Nikas Safronov, a collection of photoworks of the Novosibirsk composer Yury Yukechev under the name "Music Colours", military and historical miniatures of Dmitry Mertvetsov, an exhibition of the famous pictorialist Yury Holdin "Light of frescos of Dionysius"^[9].

On November 27-29, 2012 - participated in the IV International Kazan innovation nanotechnology forum "NANOTECH 2012" which opening ceremony took place in Kazan^[10].

On March 14, 2013 - participated in a ceremony of opening of exhibitions in Expocentre - educational Uchsib, goods and services for children and parents BabyTime-Siberia and a hobby, entertainments and creativity HobbyTime-Siberia^[11].

April, 2013 - participated in the Russian-Netherlands business forum which took place in Amsterdam. The Russian-Netherlands business a forum is one of the most important economic actions of 2013 - years of Russia in the Netherlands and years of the Netherlands in Russia^[12].

Criminal case

The central district court of Novosibirsk found on October 20, 2017 Yurchenko guilty of abuse of office and sentenced to three years of conditional imprisonment. In March, 2018 the sentence took legal effect.

Substantive prosecution began on December 18, 2015, it contains more than 100 volumes. For 1.5 years about 120 court meetings were held, more than 50 witnesses are interrogated.

The court decided that in 2010 Yurchenko, being the first deputy governor, gave the written instruction on canceling of an auction for sale of the land plot on Chaplygin Street in the center of Novosibirsk. Objects and section were owned by Gaztranskom company which 100% of stocks belong to the Novosibirsk region. At the same time Yurchenko instructed to sell section to Taktika company for 22.7 million rubles at the existing assessment about 40 million rubles^[15].
