2023: Sentence - suspended sentence for purchasing an MRI scanner under deliberately unenforceable conditions

The Leninsky District Court of Sevastopol sentenced the ex-director of the health department to three years probation for fraud in the purchase of an MRI scanner for City Hospital No. 1. The press service of the regional department of the Investigative Committee announced this on December 10, 2023.

The court found that at the end of 2015, a contract was signed with an equipment supplier for the purchase of a Prestige-15 tomograph for 81.7 million rubles. At the same time, the customer knew that the terms of the agreement were not feasible in terms of time. Despite this, the head of the department signed an act of acceptance and transfer of equipment before installing a tomograph and performing adjustment work, after which the funds for paying for the device came from the federal and local budgets.

In fact, a tomograph was installed in the City Hospital No. 1 of Sevastopol in February 2017. However, the equipment was never put into operation, and soon failed. On the fact of the incident, a criminal case was initiated under Part 3 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office, entailing grave consequences).

The budget funds allocated for the implementation of the Sevastopol program were used inefficiently, the hospital patients were not provided with appropriate medical care for a long time, the Sevastopol prosecutor's office said.

Agreeing with the position of the state prosecutor of the prosecutor's office of Sevastopol, the court in December 2023 found the ex-official guilty, in addition to a suspended sentence, a five-year probationary period was also appointed for him. In addition, for another two years he will not be able to hold positions in the authorities.
