Biography
In 2000, Evgeny Yushkov graduated from the Siberian Aerospace Academy (electronic engineering, engineer).
In 2004, he also received a diploma from the Krasnoyarsk State Trade and Economic Institute (economist, marketer).
From 2005 to 2011 he worked as the head of the IT department at the Afip Refinery. Was engaged in development of the strategy of development of information technologies of the enterprise.
In 2011, he moved to work in the Russian office of Microsoft. He was a technology adviser for partners, later - a manager who participated in the development of partner sales. Yushkov worked at Microsoft until September 2015.
In December 2015, he was appointed Deputy Head of the Department of Informatization and Communications of the Krasnodar Territory. Informatization in the Krasnodar Territory at that time was supervised by the vice-governor of the region, Sergei Altukhov, who previously also worked at Microsoft (in 2007-2013), then moved to SAP.
2017
Head of the Department of Informatization and Communications of the Krasnodar Territory
At the end of September 2017, he took the position of interim head of the department of informatization and communications of the Krasnodar Territory.
In November 2017, the Governor of the Krasnodar Territory Veniamin Kondratyev signed a decree appointing Yevgeny Yushkov as head of the region's informatization and communications department.
Yushkov's appointment to this post came after his head, the head of the department, who was Igor Skobelev originally invited to work as governor, left the department. This was preceded by an institution in relation to Skobelev criminal case (more). here Skobelev previously said that he acted as co-founder Postgres Professional and worked in this company.
Violation of anti-corruption legislation
At the end of November 2017, the prosecutor's office of the Krasnodar Territory sent a letter to the governor of the region Veniamin Kondratyev about the revealed violations of the anti-corruption legislation by Yevgeny Yushkov. A letter from the prosecutor's office in December was published by the regional publication "For Krasnodar"[1].
According to the letter, before being appointed to the post of deputy head of the department of informatization and communications of the Krasnodar Territory in December 2015, in the provided certificate of income, property, deposits in banks and securities, as well as property obligations, Yushkov did not reflect that he had a 50% stake in a commercial company at the beginning of the previous month.
According to the Unified State Register of Legal Entities, since September 2015, Yushkov and another founder have had shares of 50% each in the Krasnodar company Bug Soft, whose activities are related to the use of computer technology and information technology. They owned shares until June 2016, when the firm changed its founder.
For the entire period of its existence, according to the Kontur. Focus database, the company has entered into three state contracts - two with the State Unitary Enterprise of the Republic of Crimea Krymenergo (concluded in October 2016 and 2017) and one with Clean City JSC (concluded in July 2016).
In the information on income in 2017, according to the conclusions of the prosecutor's office, Yevgeny Yushkov also provided inaccurate data: in particular, on the amount of obligations under loan agreements. And in the information on the income of the spouse in 2016-2017. he indicated untrue information about the transaction for the purchase of an apartment. Instead of a purchase and sale agreement, a gratuitous transfer agreement was indicated, the prosecutor's office says.
In the letter, the regional prosecutor asks the governor to take appropriate measures of an organizational and legal nature and report on the results. In turn, the administration of the Krasnodar Territory in this regard sent a letter to Yushkov himself, in which she asked him to provide "a motivated conclusion of the Department of Informatization and Communications of the Krasnodar Territory" to the legal department of the administration.
2020: Dismissal from the post of head of the IT department of the Krasnodar Territory
As it became known to TAdviser, in October 2020, Yevgeny Yushkov left the post of head of the department of informatization and communications of the Krasnodar Territory. Information about Yushkov disappeared from the department's website. And in the documentation for the state procurement of the department, placed on October 26, Denis Berezhnoy is indicated as the interim head. Prior to that, he served as first deputy leader.
Evgeny Yushkov told TAdviser that he resigned from his post of his own free will. The Department of Informatization and Communications of the Krasnodar Territory at the time of publication of the material could not answer TAdviser questions related to the change of head.
Yushkov's departure was preceded by a message from the press service of the FSB of the region that the Investigation Department of the RF IC for the Krasnodar Territory had opened a criminal case against the head of the regional department of informatization and communications. He is suspected of abuse of authority and execution of fictitious documents for work that has not been actually completed (part 1 of article 285 of the Criminal Code of the Russian Federation).
According to the FSB, the head of the department, guided by his personal interest, did not check whether the work on the creation of the telecommunication infrastructure of the regional multiservice network of the Kuban administration was fully completed, and signed the reporting documentation. The work was carried out within the framework of the national program "Digital Economy."
The name of the suspect in the FSB message was not indicated. At the time of its publication in September 2020, Yevgeny Yushkov was still listed as the head of the department of informatization and communications of the Krasnodar Territory on the website of this organization. He himself chose not to comment on matters related to the criminal case.
Analysis of public procurement shows that since Yushkov's appointment to the post of head in November 2017, the department has carried out 28 purchases, one way or another related to the regional multiservice network. They include the purchase of various equipment for network modernization, the provision of technical support services. Suppliers were Rostelecom, Information Systems and Outsourcing, Favor Group, Intersoft Trade and others.
2024: Sentence - forced labor for two years for abuse of office
On August 1, 2024, the Oktyabrsky District Court of Krasnodar announced the verdict against Yevgeny Yushkov, the former head of the department of informatization and communications of the Krasnodar Territory. The man was found guilty of abuse of office.
It is reported that in 2020 Yushkov accepted work on the creation of a telecommunication infrastructure of the regional multiservice network of the Kuban administration, which were carried out within the framework of the national project "Digital Economy." The defendant signed the reporting documentation, although in fact the work was not completed. In other words, Yushkov adopted a non-functioning telecommunications network.
It is said that the crime was revealed by officers of the FSB of Russia in the Krasnodar Territory. At the hearing, Yushkov pleaded not guilty, but it was established by a set of evidence examined in the case. The man was sentenced to forced labor for a period of 2 years with the retention of a tenth of his earnings in state income. At the same time, in order to ensure a civil claim, the court preserved the arrest imposed on Yushkov's property.
According to the Kommersant newspaper, the contractor for the state contract was PJSC Rostelecom. In accordance with the contract, the operator had to supply servers, computer complexes and a switch. Yushkov, allegedly, signed an act of acceptance and transfer of goods, which created the conditions for the contractor to illegally receive 1.3 million rubles (the cost of commissioning and inspection services for each unit of goods). According to the case file, this negatively affected the functioning of the equipment and led to the impossibility of its further modernization and capacity increase. The convict's lawyer Nikita Karpovich said that his client considers the verdict illegal: he plans to appeal the verdict.[2]
