Zhamalbek Yrsaliev was born on August 28, 1975.

Education

In 2009, he graduated from the International Academy of Law, Finance and Business Management with a degree in jurisprudence. In 2015, he completed his studies at the Russian Academy of National Economy and Public Administration (RANEPA) under the President of the Russian Federation with a degree in state and municipal administration.

Career

2002-2024

From March 2002 to January 2008, he served as chairman of the board of Tenir-Too-Dordoy NGO. From June 30, 2015 to October 2016 he was a deputy of the Bishkek city kenesh. Yrsaliev began acting as deputy mayor of Bishkek on May 13, 2024.

2025

On July 16, 2025, law enforcement officers of Kyrgyzstan detained the vice-mayor of Bishkek, Zhamalbek Yrsaliev. He is suspected of corrupt activities.

Details of the criminal case as of the specified date were not disclosed. But it is known that the detention of Yrsaliev took place after the meeting of the head of the State Committee for National Security of Kyrgyzstan (GKNB) Kamchybek Tashiev with residents of the Tunguch microdistrict. According to the AKIpress news agency, during the meeting it turned out that on the municipal land on which it was planned to create a square, there are objects belonging to Yrsaliev. According to Kaktus.media, we are talking about commercial pavilions. It is alleged that Yrsaliev issued permits for the installation of objects without the necessary documents.

Zhamalbek Yrsaliev, as vice mayor of Bishkek, is responsible for the development of transport, road infrastructure and digitalization. Coordinates, monitors and conducts the functioning of public passenger transport, roads and road transport infrastructure, the development and timely implementation of departmental programs of digital transformation, ensuring information security of departmental digital infrastructure, etc.[1]
