Education
Was born on August 2, 1972 in the Orenburg region, RSFSR.
Graduated from the Sverdlovsk Suvorov Military School.
Began to study in the Kharkiv highest military command engineering college of rocket troops, as "radio engineer", but in 1992, after the collapse of the USSR, it was transferred to the Kazakh national technical university (Alma-Ata), having finished it in "A radio communication, broadcasting and television".
Got second higher education in "law" at the Kazakh humanitarian and legal university.
Received at the École polytechnique fédérale de Lausanne (fr. École polytechnique fédérale de Lausanne) academic degree of "Master in the field of electronic control" (engl. Executive Master in e-Governance).
Knows Kazakh, Russian and English languages.
1996-1998: CEO of Zharyk LLP
Before revenues to public service, from 1996 to 1998 was the CEO of Zharyk LLP.
2001: Ministry of Transport and Communications of RK
Since January, 2001 worked in Ministry of Transport and Communications of the Republic of Kazakhstan. There passed the way from the head of department of the state supervision in the field of communication to the vice-chairman of Committee on communication and informatization.
2003-2005: Informatization and communication RK agency
From the moment of formation in 2003 of informatization and communication Agency of the Republic of Kazakhstan worked as the vice-chairman, from September, 2004 to January, 2005 fulfilled the chairman's duties.
In May, 2005 it was appointed to the position of the first deputy chairman of the Agency on informatization and communication.
From January 27 to October 9, 2006 was the chairman of the Agency of the Republic of Kazakhstan on informatization and communication.
2006: Chairman of the board of JSC Kazakhtelecom
On October 9, 2006 Board of Directors of JSC Kazakhtelecom it is elected the chairman of the board of JSC Kazakhtelecom.
2010: Minister of Communications and information of RK
On March 12, 2010 the Decree of the head of state it is appointed the Minister of Communications and information of the Republic of Kazakhstan.
Among the announced projects during this period - the organization of interaction of members of the government of RK via BlackBerry devices.
On April 11, 2011 by the Decree of the re-elected President of Kazakhstan it is reassigned to the same post.
2012: Minister of Transport and Communications
On January 21, 2012 the Decree of the President appoints to a post the Minister of Transport and Communications.
In December, 2012 Nursultan Nazarbayev, the President of the Republic of Kazakhstan at a meeting about carrying out EXPO-2017 criticized to cellular operators of the republic and addressed Askar Zhumagaliyev:
- If mobile operators in Astana work so as now, obscenely not to phone from nowhere. Under any pretexts - it is not paid, roaming not that and so on. Sort out, Askar, with this question. And that we will be dishonored - so many people will come and there is no place to phone. Now where you look, in general? Now it is necessary to bring order!
2014
Chairman of the agency on communication and information
On March 7, 2014 the Decree of the President of Kazakhstan it is appointed to a post of the Chairman of the RK Agency on communication and information.

In 2014-2015 — the deputy minister on investments and development of RK;
2015: Chairman of the board Kazatomprom
From 2015 to 2017 held a position of the Chairman of the board of JSC NAC Kazatomprom.
2017: Deputy prime minister
Since August, 2017 held a position of the Deputy prime minister of the Republic of Kazakhstan.
2018: Deputy prime minister, minister of the defense and aerospace industry
The decree of the Head of state of December 26, 2018 Zhumagaliyev Askar Kuanyshevich is appointed the Deputy prime minister of the Republic of Kazakhstan - the Minister of the defense and aerospace industry of the Republic of Kazakhstan.
2019: Minister of digital development, defense and aerospace industry
In February, 2019 Askar Zhumagaliyev is appointed the minister of digital development, the defense and aerospace industry of the Republic of Kazakhstan.
2020: Resignation from a position of the minister of digital development, innovations and the aerospace industry of Kazakhstan
On July 20, 2020 the president of Kazakhstan Kasym-Zhomart Tokayev dismissed the minister of digital development, innovations and the aerospace industry Askar Zhumagaliyev. The reason of resignation is not stated.
37-year-old Bagdat Mussin who was appointed the first vice-minister of digital development on the same day became the acting as the head of the ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan. Mussin was dismissed the adviser to the president for digitalization several months later after appointment.
According to radio "Azattyk" when Zhumagaliyev managed the ministry, in the country observed periodic, regular and, according to specialists, artificially created problems with Internet access and to social networks. Allegedly with respect thereto Kazakhstan worsened the positions in the rating of freedom of the Internet of the international human rights organization Freedom House.
Zhumagaliyev also repeatedly spoke in favor for so-called "safety certificate" which citizens was forced to install on their smartphones. The authorities independent experts - the instrument of shadowing users called it "the instrument of protection" against the online attacks.
At the enlarged meeting of the government which took place on July 10, 2020 the president Kasym-Zhomart Tokayev spoke essential defects of the Digital Kazakhstan state program which were revealed because of COVID-19 coronavirus pandemic.
It is not the first criticism — in the spring of 2020 the president already charged to review Digital Kazakhstan, having announced the inadequate work which is carried out in the field of digitalization in Kazakhstan.[1]
According to the edition Tengrinews, Askar Zhumagaliyev could not be engaged in full digitalization of state agencies of Kazakhstan as those independently develop IT systems and select suppliers. However the minister was all the same remembered as the main tsifrovizator of the country, said in the publication.
Family
Married. Spouse: Mami Aynur Kayratkyzy (1979) — the daughter Kayrata Mami, the chairman of the Supreme Court of the Republic of Kazakhstan, the Attorney-General of the Republic of Kazakhstan and the acting chairman of the Senate of Parliament of the Republic of Kazakhstan holding positions.
Brings up two children: daughter Miriam (2003), son Kaysar (2006).
