2022: Launch of a superservice for the construction of private houses

The Presidium of the Government Commission on Digital Development, the Use of Information Technologies to Improve the Quality of Life and Conditions of Entrepreneurial Activity approved the target state (CA) and the roadmap for the implementation of the Digital Construction of an Individual Residential Building superservice. In May 2022, the basic functionality of the superservice строим.дом.рф launched on the site, namely: a personal advice service to help build an individual house, a catalog of typical projects with the ability to compare them, a list of contractors, services for electronic interaction between the contractor and the bank. The base version has already been used more than 23 thousand users, more than 220 projects for the construction of private houses were posted.

The main users of the super service will be citizens, individual entrepreneurs whose business is concentrated on the housing construction market, and developers. To facilitate their procedures for the full cycle of construction of a private house, including the purchase of the necessary plot, obtaining permits, selecting a credit product and connecting to engineering networks, the new IT platform synchronized existing information systems both at the local and federal levels. For example, such services as State Services, FGIS USRN and the Unified Housing Information System, which is managed by ДОМ.РФ.

In practice, this will look like an online service built on the principle of "one window," where the submission of an application for public service for housing construction and the timing of its provision are automatically monitored, which will make the process of obtaining all permits transparent. Moreover, the super service is designed to simplify the process of interaction between citizens and companies with state authorities in charge of the construction industry, as well as reduce the administrative burden on users. ДОМ.РФ develops a new product for the entire construction industry, integrating the development of apartment buildings there in the future. At the first stage, the Housing Development Institute will test the created super service in the IZHS segment.

The set of measures for the development of super-service will be implemented in stages until the end of 2023. We are faced with the task of creating a market that is as transparent and convenient for citizens and business as possible. The beta version includes the following services: a catalog of typical projects of private houses, a register of contracting organizations and a service for receiving personal recommendations in preparation for construction.

A key superservice option is the ability to select an already proven architectural and design solution. The user on-line selects a typical house design with finished documentation, a construction company and a bank. At the time of launch, the beta version included more than 70 projects that were tested by banks participating in the super service. According to the results of the architectural competition, 25 typical winning projects will also be included. The project catalogue is constantly updated, any contractor or supplier of the home complex can undergo the accreditation and verification of the project by the bank.

The superservice will allow you to purchase a land plot for construction, order survey work and design, get project financing, put into operation the built object and put it on cadastral records, register property rights to residential space.

The superservice "Digital Construction" was developed on the basis of the already recommended platform of the EIJS and will allow in the future to provide users with a comprehensive list of services for individual housing construction on the principle of "one window."
