2019: Beginning of work

In November, 2019 in Russia earned service for complaints of business to pressure from law enforcement agencies. The ЗаБизнес.рф platform accepts the appeal to the State Office of Public Prosecutor, Investigative Committee, the Ministry of Internal Affairs and FSB.

It is possible to complain of unreasonable detention, falsification of documents, illegal wiretap, withdrawal of papers, delay in business and other violations.

For sending the complaint it is necessary to be registered in a personal account, to state a problem and to attach documents, photo and video content. The statement should be processed within a day. In a personal account it will be possible to trace results of consideration of the complaint and to express disagreement with the solution.

After moderators of the website analyze the address, will send it to central office of the necessary law enforcement agency — complaints will not be considered by the same divisions to which they are directed.

The complaint is considered at most 30 days, in the Prosecutor General's Office — up to 14 days, but terms can prolong if optional data are necessary. So far on the platform businessmen will be able to get a personal account, having entered the data. There will be an integration into the portal of state services later.

The Ministry of Internal Affairs expects to receive independent assessment of "actions or failure to act" of the employees, the deputy head of department Vitaly Shulika noted. At especially egregious examples criminal cases against police officers are possible, RBC tells.

The president Vladimir Putin in February, 2019 charged to create digital "platform ombudsman" for solution of the problem of pressure of law enforcement agencies upon business. According to the head of state, "fair business should not go constantly under article, feeling risk of criminal or administrative sanction". On development in Russia of an entrepreneurship within the corresponding national project 481.5 billion rubles till 2024 are put.^[1]
