Content

Smart City Cloud (a software platform Management of territory) is a universal open digital platform for interaction of the different systems and devices of city (regional) infrastructure. The platform allows to make collecting, storage and to the analyst data and also to create applied IT systems for the benefit of the state, business and citizens. The platform is an intellectual basis of projects "smart city" and "safe city".

2019

Bank of solutions of the Smart cities of the Ministry of Construction, Housing and Utilities of the Russian Federation

The bank of solutions is created within the Smart City project. The project is directed to improving competitiveness of the Russian cities, formation of an effective management system for municipal economy, creation of safe and comfortable conditions for life of citizens. In Bank it is presented by several hundred software solutions and the implemented projects.

The East company AT Consulting submitted two projects: Situational center of the Governor and Uniform Center of Rapid Response (UCRR). These solutions are constructed based on the digital Platform of management of Smart City Cloud of the territory.

Information and analytical system of the Situational center of the Governor (IAS of STsG)

It is a software package for acceptance of high-quality management decisions at the level of the head of the subject of the Russian Federation which provides monitoring and data analysis about efficiency of regional executive authorities.

IAS of STsG aggregates information flows from the state and industry information systems, performs relevant and reliable monitoring of key indicators and trends in several spheres of development of the subject of the Russian Federation: Housing and public utilities, construction, transport and roads, social and economic development, seasonal actions (flood situation, preparation for a heating season, sowing campaign), security, ecology, investment climate and so forth.

The reached effect of implementation of IAS of STsG – control and forecasting of target indicators of development of the subject, effective decision support by the subject's heads, comparative assessment of the current indicators with regions of the federal district and across the Russian Federation in general.

Uniform Center of Rapid Response (UCRR)

The Uniform Center of Rapid Response (UCRR), completely conforms to Uniform requirements to the technical parameters of segments of a hardware-software complex "Safe city" developed by Emercom of Russia. ETsOR is a key component in creation of a common information space for interdepartmental and inter-level interaction within Bezopasny gorod agrarian and industrial Complex.

Appointment of ETsOR is warning and rapid response to emergence of crisis situations and incidents. Users is the staff of uniform services on duty and dispatching and services of the emergency reaction and also all interested authorities of the region and local government.

Implementation of ETsOR carries out a creation task of "an integration core" of Bezopasny gorod agrarian and industrial Complex, organization of a common information space and data storage and also automation of prevention and reaction at liquidation of crisis situations and incidents.

These solutions are created based on the Platform of management of Smart City Cloud of the territory – the universal open digital platform for interaction of the different systems and devices of infrastructure of the city and the region. Using simple and clear tools of the platform integration into all devices of infrastructure and the existing information systems is performed.

The Smart City Cloud platform is included in the register of domestic software

According to the order of the Ministry of digital development of the Russian Federation No. 168 of April 24 179 new products are added to the register of the domestic software. Including the software platform Management of territory of Smart City Cloud is entered in the register. According to documents, the software product the class "Information systems for the solution of specific industry tasks is appropriated. Systems of collecting, storage, processing, analysis, modeling and visualization of data arrays".

Functionality of a system

Purpose of the platform is creation of a common information space in the territory by means of connection of different data sources and terminal units (information systems, sensors, surveillance cameras, etc.) in unified information environment, structuring and formalization of data with the purpose of creation of the application analytical services solving problems of decision support in daily management of the territory and also at occurrence of extreme situations.

The software platform Management of territory is focused on the following target audiences:

  • Staff of bodies of executive power and local government and also public and municipal authorities;
  • Operators and staff of services of the emergency rapid response, services on duty and dispatching and situational centers.

Management of territory is the purpose of creation of a software platform increase in efficiency and process optimization of acceptance and preparation of the management decisions made by authorities of different levels in daily management and also services of the emergency rapid response at occurrence of extreme situations.

How it works

  • Level of "crude" data
    • Information from different sensors, sensors, metering devices, cameras and industry information systems arrives in cloud storage with a uniform data structure.

Module Smart City ATES

On September 10, 2018 it became known that the East company AT Consulting and ExpaSoft company signed the partnership agreement about cooperation. During operating time on the implemented projects the huge data array on the basis of which the mathematical models which are built in the Smart City Cloud platform will be improved collected; the artificial intelligence adapted to specific conditions of use will come to the rescue of the analyst of STs or operator of ETsOR for adoption of timely and correct solutions.

AT Consulting the East continues to expand possibilities of use of own Smart City Cloud platform which is already implemented and is used when implementing the projects "Safe City" in Zabaykalsky Krai, the Republic of Buryatia and other regions. The company filled up filled up the platform with the module with AI — Smart City ATES. Implementation of the module Smart City ATES in addition to such services as UCRR (Uniform Center of Rapid Response) of the Safe city and SC (Situational Center) of the head of the subject of the Russian Federation, will allow to improve significantly process of response to incidents by operators, and the metadata generated by AI will provide information for analysts.

Implementation of algoritmovmashinny training in a core of the Smart city will allow to predict and prevent emergencies, quickly and to react to events, to carry out more detailed analytics of images and sounds, to define the events more precisely. "The smart machine" is capable to reduce the probability of influence of a human factor at response to an incident. Preguessing of events and predictive elimination of accidents also become possible with implementation in the Smart City Cloud platform of artificial intelligence — the CEO of AT Consulting told the East Vladimir Vysotsky. — The operator can call by phone and to announce a problem. The operator can also receive a disturbing event from a monitoring system and begin to react to it. On already happened event it is possible to predict development of current situation, such functionality – already the ordinary. And imagine a situation when also phone is silent and sensors do not signal, and on a panel of attention of the operator there is a warning event which signals about emergence with a certain probability of an incident. That's it this additional functionality will also execute the module Smart City ATES.

The East complex SDD (Service On Duty and Dispatching) on which everyone could see work of algorithms of machine learning on the existing objects of city infrastructure and relevant data streams also submitted to AT Consulting the automated workplace of the operator. Development allows to distinguish and classify automatically objects and events in real time. Now 'heavy servers' of video analytics and big computing powers are not required. Thanks to the experience in a scope of AI and machine learning accumulated by ExpaSoft company the high accuracy of detecting of events "on the fly" is reached.

It is already not enough to detect the left subject at a stop or in the subway. The intelligent system of decision support by the operator of DDS will take a huge number of different factors into account and at once to carry out the analysis: the fact of leaving of a subject in the public place what the subject, its arrangement concerning traffic and people, the previous events, the current human and transport traffic, mass check of surrounding cameras (for example, for detection of the current location of the person which left a thing), trajectories of the movement of subjects to observation, presence of persons and cars in office databases and many other things is. In addition to analytics of images and video, AI will actively use these audioanalysts, to distinguish types of sounds: fragile glass, crying of the child, shot sound, loud shout, etc. In the long term, the intelligent system will analyze accumulated information for forecasting of events which did not come yet.
