ATsK-Regionalny segment of KS (ATsK-RS KS)

ATsK-Regionalny a segment of KS - an end-to-end information system of the organization of process of the public (municipal) procurements and electronic trading.

A system helps to automate the public (municipal) procurements according to the principles underlain in a Contract system to browse and analyze information and also to make management decisions in real time.

Description

• Automation of all main stages of a purchasing cycle according to a Contract system: from planning process and formation of purchases before process of execution of purchases and control over its execution.
• A common information space for all participants of process of the public (municipal) procurements.

Components

The ATsK-RS KS system is constructed on modularity. It gives the chance to make changes to separate subsystems, without changing the principal basic components and procedures of a system.

Basic functionality

Subsystem of integration into the ADC-Finance system

Interaction of SKIB "ADC-Finance" and "ATsK-RS KS" is based on the principle of single information input, at the same time export of reference books from SKIB and synchronization of documents is provided. Operation modes with communication and without communication with SKIB are supported without prejudice to functionality of a system.

Interaction subsystem with OOS

Ensuring double-sided information exchange between the Official website of the Russian Federation and "ATsK-RS KS" for the publication of information on order placement on purchases of goods, works, services for the state and municipal needs and also for entering of data on the public (municipal) contracts, civil agreements of budgetary institutions into the register of contracts.

Purchase planning subsystem

Creates the need for goods, works, services in the form of the electronic document of a system – "The Detailed Purchase Plan" in which the expected period and purchasing amount on the enlarged groups of products or specific products are specified, year (on which the plan is entered), the customer, the purchase implementation basis, a financing source, unit of output. On the basis of the specified data the schedule of holding procedures is under construction

Subsystem of formation of purchases

Allows the region or the municipal entity to create the procedure on delivery of goods, rendering services, execution of works in system electronic form with indication of a certain type of goods (products), the planned payment schedule, the delivery schedule, a method of purchase and other conditions.

Subsystem of placement of purchases

Provides an opportunity to create and approve decisions on tendering (quotation request) with automatic formation of notifications. Implementation of calculation of efficiency of the carried-out purchases.

Subsystem of control of contracts and agreements

Allows to create automatically contracts (agreements), to check for compliance to the document – to the basis (protocols of commission sessions), to approve, create the documents confirming accomplishment of obligations by the supplier under the agreement (contract) and to monitor their execution. The user can make changes to conditions of contracts (agreements), stipulated by the legislation (for example, goods quantity change, amount of works, services at requirement change, etc.).

Subsystem of templates of contracts/agreements

Template of the contract (agreement) – the text document in the MS Word format which is autocompleted on the basis of the data on contracts (agreements) created in a system. In standard delivery of the module by the company 6 types of the templates differing under types of the signed contracts (agreements) for delivery of goods, for rendering services and for accomplishment of contract works are provided.

Subsystem of viewing results of carrying out purchases

The analytical summary form reflecting operational information about the amounts with a possibility of obtaining the list of initial electronic documents on the basis of which the amounts of a form, drill down technology were created: the planned and announced procedures of purchases; the signed and performed public/municipal contracts, agreements, accounts.

Information is output by groups of products, state/municipal customers, order placement methods, the bases and the periods of placement of purchases, with a possibility of grouping by the specified parameters, with a possibility of creation of additional calculated fields at setup of display of a form.

Subsystem of control of purchases of small volume

Registration of the carried-out purchases when purchasing without signing of the contracts is performed by means of "A subsystem of control of purchases of small volume".

Subsystem of formation of templates of the tender documentation / auction documentation

Possibility of creation of templates of the tender documentation, auction documentation. Possibility of formation of data of the tender documentation, auction documentation in in advance created forms. Providing standard templates of the tender documentation, auction documentation.

Subsystem of formation of the consolidated purchases

Possibility of consolidation of data on Customers in case of need for carrying out joint biddings, purchases at the only supplier (the contractor, the contractor) and also approval of Authorized body of the planned purchase.

Subsystem of accounting of claims and contractual claims and to agreements

Possibility of accounting of the claims and claims arising in the course of performance of government contracts and other civil agreements.

Subsystem of the website of public/municipal procurements

• Possibility of the publication of information on placement of purchases on the regional/municipal website, placements of the content filling.
• Possibility of reflection of operational information on the website about a status of order placement and its results, automatic creation on the website of different types of charts with setup of structure of the output information.

2014

the Compatibility with Red Data Base DBMS is confirmed

On November 21, 2014 the BFT company and Red Soft corporation announced completion of joint actions for testing of work of an end-to-end information system of the organization of process of the public and municipal procurements "ATsK-Regionalny a segment of a contract system" (ATsK-RS KS) and Red Data Base DBMS. Based on tests full compatibility of products is confirmed.

Testing for compatibility was undergone by the ATsK-RS KS system - results of tests confirmed correct interaction of the BFT software product with DBMS "Red Data Base". For November 21, 2014 specialists BFT and "Red Soft" conduct works on technical expertize of compatibility of other products of the line of ATsK with the Russian DBMS.
