All-Russian State Information Centre (ARSIC)

As the order of the Government of the Russian Federation of December 25, 2007 No. 931 "About some measures for ensuring information exchange of state bodies and local government authorities when rendering public services to citizens and the organizations" it is recognized as necessary to provide since January 1, 2008 transition of federal public authorities to rendering public services to citizens and the organizations in electronic form using software and hardware tools and telecommunication infrastructure of the All-Russian state information center (further - OGITs). Creation technical the OGITs component is performed by the Ministry of Information Technologies and Communications of Russia and Rosinformtekhnologiya within the FTP "Electronic Russia (2002-2010)".

Regulators

Federal executive authorities responsible for functioning of OGITs: Ministry of Telecom and Mass Communications of the Russian Federation, Rosinformtekhnologiya, Ministry of Economic Development of the Russian Federation.

OGITs was developed by Voskhod still when the institute was subordinated to already abolished Federal agency on IT (FAIT). Scandal of summer of 2009 when Voskhod did not agree with a victory of "Open technologies" was connected with an interdepartmental segment and SIEI appealed against results of tenders for service. By means of security officers Voskhod managed to reserve these works, however then the Ministry of Telecom and Mass Communications at first reassigned institute from FAIT directly to itself, and then transferred works on creation of the electronic government to Rostelecom.

Objectives

Main objectives of creation of OGITs were:

• optimization of interaction of public authorities with each other, with the population and the organizations based on hi-tech services;
• providing the regulated and free access to information on activity of public authorities and the services rendered by them;
• ensuring remote rendering public services based on the data which are contained in databases of information systems of federal executive authorities, executive authorities of territorial subjects of the Russian Federation, other state bodies and local government authorities.

Architecture of OGITs

OGITs includes Federal information center with geographically distributed information centers (further - FITs) and Federal certification center with geographically distributed certification centers (further - FUTs).

FITs is intended for ensuring registration of information (including registration of requests of users of OGITs for providing public services), its storages and processings, disclosures and archiving of legally significant information in implementation process of public services by public authorities to the population and the organizations.

FUTs provides formation in the territory of the Russian Federation of uniform space of the electronic digital signature on the basis of integration of the certification centers created in Russia into a system and also ensuring authentication of certificates of the keys of the electronic digital signature made by foreign certification centers. Functions of authorized federal executive authority in the field of the electronic digital signature are assigned to the Federal agency on information technologies.

Information of OGITs concerning interdepartmental information exchange is available only to authorized users of public authorities.

State services based on OGITs

All information on public services on OGITs is separated into three categories of users: population, organizations, public authorities.

OGITs for the population and the organizations:

• gives a search capability of those public services which are rendered for the benefit of the population and the organizations;
• provides providing public services in electronic form;
• informs on the legislation of formation of public services, on news and announcements in the field of information technologies and public services.

OGITs provides service of payment of public services using the system of mobile payments.

OGITs for public authorities provides interdepartmental information exchange of public authorities (in the presence of the approved regulations), including:

• the guaranteed delivery of messages;
• the protected e-mail.

Since January 1, 2009 public authorities had to render public services using resources of the center via the uniform website of public services in the Internet (the portal of public services).

After OGITs by remote providing public services, gave the chance to the population and the organizations to fill forms of necessary statements at the appeal to executive authorities for receiving public services (a stage of preparation of rendering of services) and also gave the chance to obtain information on providing certain types of service.

Further the functionality, resources and OGITs services had to fill up, considering adoption of new administrative regulations of providing public services and also decisions of Government Commission on Administrative Reform regarding questions of transition to rendering public services in electronic form.

Results of creation of OGITs

According to OGITs of the expert, well familiar with work, who wished to remain anonymous as of September, 2010 the center was taken out of service.
