The Moscow region has begun testing the Amina mobile application, designed to track the location of foreign citizens arriving for work in visa-free mode, with the mandatory transfer of geolocation data to. MINISTRY OF INTERNAL AFFAIRS Russia The digital system will become mandatory for use by labor migrants from September 1, 2025 and is aimed at strengthening control over compliance with migration laws in the capital region. This was announced in mid-August 2025 by the general director of the Multifunctional Migration Center GBU Anton Ignatov.

According to TASS, the mobile application will allow foreign citizens to remotely notify the internal affairs bodies about the address of the place of residence and its changes. The key function of the system is the mandatory transfer to the Ministry of Internal Affairs of Russia of data on the geolocation of the device on which the application is installed.

Anton Ignatov noted that the Amina application is part of a set of measures aimed at improving the quality of control over compliance with migration legislation in the Moscow region. According to him, the system will allow law enforcement agencies to increase control over the safety and prevention of offenses by unscrupulous foreign citizens.

From September 1, 2026, the experiment will expand to foreign citizens who arrived for purposes not related to labor activity for a period exceeding 90 calendar days. The new requirements do not apply to citizens of Belarus, minors, diplomatic workers and members of their families, as well as employees of international organizations.

Foreign citizens can install the application and start using it before the official launch of the experiment. Anton Ignatov believes that early testing will help to study the functionality of the system and assess its technical capabilities. Application link.[1]
