2022: Mishustin approved requirements for the domestic air ticket booking system

In August 2022, Prime Minister Mikhail Mishustin signed a decree approving the requirements for an automated air transportation registration information system (AIS ORP), as well as for the protection of the information contained in it.

According to the press service of the Cabinet, we are talking about protecting the system from possible sanctions by unfriendly states and the security of personal data of Russians booking tickets for domestic flights.

According to the requirements approved by the Chairman of the Government of the Russian Federation, the exclusive rights to AIS ORP should belong either to the state or to an organization among the founders and leaders of which there are no foreigners or Russians with dual citizenship. In addition, the automated system and all its elements should not have forced updating and control functions from abroad.

It is assumed that the decision will avoid disruptions in air transportation, which may arise if the owners of foreign information systems impose restrictions on their use.

Warranty service of AIS ORP will be maintained only by Russian organizations, and its databases, servers and other technological infrastructure will be located exclusively in Russia.

The updated requirements for AIS ORP and the protection of information contained in the system will enter into force on October 30, 2022. Until that time, leading Russian airlines must integrate their air ticket booking systems with AIS ORP.

Before the introduction of anti-Russian sanctions in connection with the situation in Ukraine, the largest airlines of the Russian Federation (such as Aeroflot, Pobeda, S7) used the services of foreign providers of booking systems - American Sabre and Navitaire, Spanish Amadeus. Carriers focused on domestic flights worked with the Russian Leonardo and Online Reservation Systems (ORS) systems - including Red Wings, RusLine, Yamal, UTair, Azimut[1]
