BARS. The housing and public utilities-billing Center it is intended for calculation of charges for payment of housing and communal services online with automatic accounting of all arising changes.

2014: Federal implementation project

On January 27, 2014 the BARS GROUP company announced use of the software solution BARS. The housing and public utilities-billing Center in the project of automation of the centers of processing and billing of housing and public utilities in 15 regions of Russia. Within the project BARS GROUP cooperates with NP housing and public Utilities Razvitiye BFT company and ANO Institute Development of Regions.

The project is implemented on the basis of the contract of BFT company with Federal authorized organization JSC Universalnaya elektronnaya karta.

Project Implementation

In regions of Russia in the field of housing and public utilities the set of different information systems is used, there are no reference regional bases for calculations and uniform approaches to accounting of actually rendered services that results in opacity of calculations for housing and communal services and payments on them.

JSC UEK suggests the subjects of the Russian Federation to solve the problem described above by creation of the uniform center of processing and billing (ETSPIB) of housing and public utilities in the region based on the information system "SIAR.ZHKH". Further such approach will allow regions to be integrated into the created state information system of housing and communal services (GIS of housing and public utilities) and will save from need of data collection from separate information systems. The BFT Company in partnership with BARS GROUP Ltd became the contractor-supplier of the information solution and its implementation on this project. A system "by BARS is taken as a basis of the project. The housing and public utilities-billing Center", intended for calculation of charges for payment of housing and communal services.

JSC UEK is going to create ETsPiB-y in 15 subjects of the Russian Federation and to connect them to a single system of automation of calculations in the field of housing and public utilities (SIAR. Housing and public utilities) until the end of 2015. These centers will provide to all participants of the market of housing and public utilities and citizens access to a centralized system of housing and public utilities of the region for calculation and collecting of charges for payment of housing and communal services. All charges will be available in personal accounts of the UEK-Online portal to which each user of the universal electronic card gets access.

Creation of the region ETsPiB provides standardization of processes of calculations of charges in the field of housing and public utilities, formation of the uniform payment documents (UPD), ensuring transparent collecting of payments in a cash and non-cash form, operational bringing information on debt to citizens, unification of business processes due to the principle of single input and reuse of data, applications of unified registers and reference books:

Centralization of management processes of housing and public utilities within ETSPIB provides work of all participants of a system of housing and public utilities with the single database. SIAR. Housing and public utilities, used ETSPIB, it is constructed on the basis of cloud computing and is located in a uniform data processing center of JSC UEK. Remote access to a system is provided to all participants of housing sector, at the same time their access rights are defined on the basis of their status and powers:

As a result of creation ETSPIB and full automation of settlement processes in the field of housing and public utilities on the scale of the region high degree of their transparency and control is reached, the possibility of their permanent monitoring and assessment is provided, optimization of interaction in the system of housing and public utilities where each participant can find for himself the following advantages is executed:

Due to centralization of calculations of charges in ETSPIB the possibility of "splitting" of payments when means of the population for the rendered housing and communal services arrive not into accounts of management companies is provided, and go to service providers and the resource supplying organizations at once. Such approach leads to significant acceleration of passing of payments and decrease in level of debt between the enterprises of housing sector.

For January 28, 2014 specialists of BARS GROUP Ltd and BFT Company jointly conduct works in three regions - the Tula, Kaluga and Astrakhan regions. The works in 15 regions are going to be completed until the end of 2015.
