BARS. The available Environment – the automated information and analytical system for carrying out inspections of objects of city infrastructure regarding availability to disabled people and other handicapped citizens, providing information on availability and formation of actions of plans for arrangement of objects.
Description
As a part of the solution:
- information and analytical system "BARS. The available Environment" - provides inspection of availability of objects of city infrastructure and formation of the corresponding reporting;
- the Internet portal "Available Environment", contains the interactive map of availability of the objects of city infrastructure (OCI) and all useful information for MGN of the region.
By means of the web technology used for collection of information, data arrive, are processed and transferred online.

Appointment
A system is intended to the regional ministries, departments of health care and social development and also managements of social protection of the population.
The solution conforms to requirements of the target state program "Available environment" for 2011-2015 regarding information support. 35-01-2001 Availability of buildings and constructions for few mobile groups of the population" the joint venture 59.13330.2012 considers the revised edition "Construction Norms and Regulations.
Implementation purposes
The system implementation purpose - information support in an issue of increase in availability of the objects of city infrastructure (OCI) to persons with restrictions of life activity and accomplishment of the Available Environment state program for 2011 - 2015.
The software solution achieves an effective objective at the expense of the solution of the following tasks:
- conducting certification of OGI;
- formations of actions plans and address programs for arrangement of OGI on the basis of results of inspection of these objects;
- planning of funds of regional and municipal budgets for arrangement of objects of prime necessity;
- increases in knowledge of persons with limited opportunities about availability of OGI;
- accelerations of adaptation of disabled people to social life;
- ensuring openness and availability of the public authorities working in the field of creation of the environment without barriers;
- optimization of interaction between the state and commercial organizations involved in process of creation of available infrastructure;
- significant reduction of time expenditure on collection of data on OGI;
- operational obtaining information on any device connected to the Internet;
- granting to citizens with limited opportunities of the normative reference information about "The available environment" on the Internet portal.
Advantages
- More than 1 thousand normative criteria for evaluation of availability of objects according to the revised edition "Construction Norms and Regulations 35-01-2001 Availability of buildings and constructions for handicapped groups of the population" the joint venture 59.13330.2012. Possibility of adding of additional criteria.
- Accounting of objects and automatic evaluation of availability on the basis of the regulatory base with formation of the passport of an object.
- A system is created according to the methodical recommendations of the Ministry of Health and Social Development of the Russian Federation "Technique of formation and updating of cards of availability of objects and services" and "A technique of certification and classification of objects and services for the purpose of their objective assessment for development of the measures providing their availability".
The portal for the population
The portal for the population is created together with society of protection of disabled people in each of the subjects of the Russian Federation. On the portal citizens can examine activity of the Available Environment project, find the interesting information connected with the project and to learn availability of objects of social infrastructure in the city. The specialized version providing information in the most available to them a type is developed for citizens with visual impairment.
All for citizens and together with citizens
A system provides to citizens complete data on availability objects, has advantages:
- determination of priority objects of city infrastructure;
- creation of the card of availability of the region or city;
- automatic update and formation of the card of availability;
- open dialog with citizens;
- reliability and completeness of information on availability of objects of city infrastructure.
Functional representation
"BARS. The available environment" has modular architecture. As a part of the solution functional modules:
- Module "Card of Availability of OGI" (objects of city infrastructure)
"BARS. The available Environment" allows to enter all data on availability of OGI on the interactive map of availability. Affect in it:
- adaptation (fitness) of objects of priority spheres of life activity for disabled people and other handicapped groups of the population taking into account special needs of disabled people of different categories (taking into account main types of violations of health);
- degree of availability of an object (in particular, by assessment: an object is available completely, partially available, unavailable);
- complex assessment of a status of availability of the main structurally functional zones of an object (availability of section – the adjacent territory, an input, ways of the movement in the building, zones of purpose, sanitary and hygienic premises, information on an object) as universal – for all handicapped citizens, and for separate categories of disabled people – taking into account features of violations of health.
- Module "OGI Card"
The card of the object of city infrastructure (OCI) includes general information about an object, a contact information of the employees involved in its reconstruction and construction and additional documents. In a system a register of objects of city infrastructure is maintained that allows to have the centralized data on each object and to include it in the plan of inspections. A system allows to attach an unlimited number of electronic documents to an object card. Using function of search there is an opportunity to find all documents brought in a system.
- Module "Passport of OGI"
A system allows to maintain a register of passports of availability of OGI. The passport of OGI is created and autocompleted on the basis of results of inspection – assessment of availability of OGI. A system provides the procedure of an approval of the passport for each OGI. She allows to create the new passport of OGI which is relevant in a current period for every period of inspection. There is a possibility of change of contents of passports depending on specifics of the legislation.
The passport of availability of OGI includes data on an object, availability of services and elements of public buildings for different handicapped groups of the population. Also it contains a list of all electronic files available to viewing attached at inspection. As the passport of OGI is tied to date of relevance, the information on all changes made to it by dates is provided to users.
- Module "Assessment of Availability of OGI"
A system carries out tasks of automation of inspection of availability of OGI to handicapped groups of the population. Two types of inspection are possible: planned and unplanned. In a system the list of inspections is formed. Planned inspections form automatically on the basis of regulations of scheduled inspection of OGI (review frequency) and information on earlier carried out inspections. The list of unplanned inspections forms automatically on the basis of the accepted complaints from a subsystem of Citizens appeal. A system allows manage the objects of city infrastructure included in the list of inspection: exclude from inspection, postpone to other period, add extraordinary OGI.
Automatic evaluation of availability is performed by filling of questionnaires of inspection of OGI. The possibility of change of structure of questionnaires of inspection taking into account regional regulations is provided in a system. Also "BARS. The available Environment" allows to attach an unlimited number of electronic files to the document on inspection of OGI.
- Module "Formation of Plans for Arrangement of OGI"
A system provides formation of plans and actions for arrangement of objects of city infrastructure on the basis of results of inspection of availability. Formation of plans and actions is performed by determination of requirement on reconstruction and repair of objects.
- Module "Citizens' appeals"
A system allows users to send appeals through an informational portal. Groups of addresses can be attached to future scheduled or not scheduled inspection for which they will be one of the bases. The possibility of monitoring of complaints to a status of OGI received from an informational portal is provided. The address after a statement is included in the section on unplanned inspections. A system allows to notify the user on the status of consideration of the request automatically.
- Module "Universal Reference Books and Qualifiers"
Comprises all normative reference books. Allows to bring new evaluation criteria in a system and also to make their groupings and selections, to set dependences by any criteria, to add an unlimited number of standards and specialized evaluation criteria.
Module "Analytics"
The functional module "Analytics" is intended for demonstration of analytical information to the limited group of people, management decisions, responsible for acceptance. In it there is a display of analytical information in different widgets of the user interface. The module allows to use different data sources and provides creation of charts, histograms and diagrams in the form of graphic objects.
