Description

"the BARS.web and effective the Region" - represents the software package intended for the analysis of social and economic development of the subject of the Russian Federation and acceptance of effective management decisions.

System implementation provides to the head the broadest vision of the existing trends and problems with a possibility of detailing to each situation.

The BARS.web and Effective Region system solves the problems at several levels of administrative hierarchy and is addressed:

• to the top officials of the subjects of the Russian Federation;
• to the top officials of the ministries and departments;
• to heads of administrations of municipal entities;
• to heads and staff of analysis departments.

"the BARS.web and effective the Region" assumes consolidation in a common information space of all authorities and local government and also subordinated organizations. On the top level the most relevant and reliable indicators arrive. The management can study initial digits on each school, hospital or library.

For the purpose of increase in management efficiency "the Region" offers BARS.web and Effective the multilayer image of a situation to look at information up to the primary source, to each single organization. It is possible only when using the single database in the online mode.

Municipal section

For work with data on all territories of the region the Passport of Municipal Entities portal is offered. It is enough to select the necessary area or the city district on the interactive map to receive target figures of its social and economic development. In the passport of each municipal entity there is a reference information about the area and its administration and also more than 150 preconfigured indicators which are updated monthly, quarterly and annually.

The heads of city districts, municipal districts and city settlements working in a system are provided with the Electronic Municipality portal. On this electronic resource, as well as on the Portal of the head of the subject of the Russian Federation, indicators of social and economic development of this municipal entity (more than 100 preconfigured indicators) are provided. At the same time the specifics of the cities and rural areas are considered, it is possible to configure the portal, proceeding from features of any municipality.

Industry section

The industry section is provided by the system of industry monitorings. It is possible to connect any department to a single system of monitoring. Now data of the following key industries are provided to "BARS.web and Effective the Region":

Purposes and tasks of the solution

Main objective of the BARS.web and Effective Region system is creation of reliable information fund in industry and territorial cuts for acceptance of reasoned decisions at all levels of the power.

A system allows to solve the following problems:

• Consolidation of all socio-economic indexes of the region in uniform base.
• Ensuring access to information 24 hours a day 7 days a week.
• Efficiency evaluation. Activity of executive authorities of the region and local government authorities according to Decrees of President No. 825 and No. 607 is estimated.
• Support of management decisions. Collected information in any section and with the maximum detailing visually is submitted on a desktop of the head.
• Informing citizens, providing public and municipal services in electronic form.

Collection of information online

Collection of information in the BARS.Web — the Effective Region system is performed via the Internet. In the web interface the reporting forms completely identical to that which are approved by regulations are available to users. In real time information is consolidated in uniform storage, and already from there arrives on the portal of the head.

Integration with departmental information resources

Data from departmental information resources, for example, from the software of the Ministry of Regional Development, Rosstat, MORF – for education, the medstat – for health sector, etc. are transferred in the online mode in a system. Also interaction with geographic information systems is performed.

Collecting of facsimiles and video files

That information was the most complete and visual, it is possible to attach to report forms of the photo. It can be pictures of objects of cultural heritage, sports constructions, photos reflecting a status of buildings of schools, hospitals, etc. Also video records can be attached.

Qualitative analytics

For the analysis of arrays of information in a system means of the multidimensional analysis are used: the preconfigured analytical report is attached to each report form, at the same time for the analysis any group of indicators can be selected from any section. Reports easily form users without involvement of programmers.

Operational collecting of not regulated indicators

In addition to the regulated information collection cycles, in managerial practice often there is a requirement of collecting of not regulated data. For creation of forms of not regulated reporting the subsystem of BARS Designer is used. New report forms can be loaded from the legal-reference systems (Guarantor, Consultant, etc.). The visual interface of writing of control ratios allows to create easily and correctly formulas of interuniform and intra uniform control.

Use of the EDS

The possibility of application of the electronic digital signature (EDS) is implemented. The documents certified by the EDS receive the legal importance, and additional submission of reports in paper form becomes excessive.

Republic of Tatarstan

The first experience of complex monitoring of socio-economic indexes on the basis of which it is constructed and develops the BARS.web and Effective Region system, was in the Republic of Tatarstan. Creation of a system was carried out within program implementation "Electronic Tatarstan 2008 – 2010".

At system development it was relied on centralization of information flows. The software solution was created on the basis of web technologies. As a result authorities and responsible persons got online access to any information which is necessary to them for work.

The Ministry of Education, the Ministry of Health, the Ministry of Culture, the Ministry of Labour, employment and social protection, the Ministry of affairs of youth, sport and tourism, the Ministry of Economics, the Ministry of Agriculture and Food, Veterinary Department of the Republic of Tatarstan became users of a system.

Data from a system are used for assessment of activity of local government authorities, according to the decree of the Russian President No. 607. Municipalities are exempted from manual entry of the indicators and provide already ready and verified data for formation of the summary report.

Samara region

In 2010 the BARS GROUP implemented the project on creation of a system of social and economic monitoring in the Samara region. In the region monitoring of 4 key industries was automated: health care, culture, sport and social protection. Thanks to effective system operation in 2011 the order for expansion of the list of indicators of a software package arrived, and in a system indicators from other key industries began to gather.

In a system more than 1500 users work. For them the training program and regular consulting support is organized, if necessary specialists come to organization. Existence in the region of the partner organization provides full support and the help to clients. In the Samara region the SOBITS company – "Modern business technologies and systems" is engaged in system maintenance.

"In the nearest future to a system connection of 5000 farms is planned, – Denis Demidov, the chief of the department is divided plans by project implementation of SOBITS company. – And comprehensive monitoring of the agricultural industry will be provided in all area".

In the long term further development of a system is planned. The main objective of the region – to adjust information exchange between regional and federal level. Development of a software package becomes relevant in connection with the order of the Government of the Russian Federation of January 1, 2012 that the state automated system of management should be the only information system for interdepartmental relationship.

Arkhangelsk region

Since 2011 "the Region" works as BARS.web and Effective in the Arkhangelsk region. Now 33 executive authorities and 26 local government authorities are connected to a system. All municipalities and also some private companies work with a software package. Before implementation of a single system the reporting gathered differently: using the programs Word, Excel, etc. Ready reports usually using the fax went.

"We long selected the uniform tool for collecting of the reporting. Wanted that it first of all was convenient for contractors. The system of BARS GROUP corresponded to our requests" – the lead engineer of Management of information and communication technologies of the Arkhangelsk region Alexander Malakhov comments.

At the moment about 1000 users work with a software package. The BARS.web and Effective Region system became the general standard for all organizations. It has a positive impact on efficiency and correctness of collecting of indicators. Together with BARS GROUP the leaders of area plan development of a system to the situational centers.

Khabarovsk Krai

The BARS.web and Effective Region project in Khabarovsk Krai is implemented by one of the partner organizations "BARS GROUP" - "LANIT-PARTNERS", the leading IT company of the Far East.

The history of the project in the region began with implementation of electronic monitoring of health care in the Medical Information and Analytical Center (MIAC). A system was pleasant to both heads, and subordinates, and the government of Khabarovsk Krai made the decision on electronization of monitoring of all key fields of activity. Now connection of the majority of the industries is ended, the project approaches a successful completion.

Kursk region

Implementation of an information and analytical system "BARS.web and Effective the Region" in Kursk region started in August, 2011. The majority of indicators of social and economic development of the region gather in a single system now. Access to a software package was got by 655 public and municipal authorities of Kursk region.

The project is implemented by the representative of BARS GROUP in Kursk region BARS 46 company.
