BCC: Automated system of monitoring of housing and public utilities (ASM housing and public utilities)

The automated system of monitoring of housing and communal services (ASM housing and public utilities) - is focused on condition monitoring of objects of housing and public utilities and complex workflow automation.

The product is developed within the joint project of International Bank for Reconstruction and Development and the Government of the Russian Federation - "Reform of housing and public utilities in Russia".

A system provides high-quality and operational collecting, processing and information analysis in the field of housing and public utilities of the city, easy access to it of all interested public authorities and local government. Possibilities of ASM housing and public utilities allow to provide a common information space and means of operational communication of participants of processes in the field of housing and public utilities.

The monitoring system will carry out the analysis of parameters of life activity of apartment houses: volume of consumption and quality of power supply, cold and hot water supply, heat supply, technical parameters of functioning of engineering infrastructure. Information will come to the center of monitoring of municipal level in a constant duty that will allow the operator of the center of monitoring to register an expense and qualitative indications of energy resources, and the city administration to control the resource supplying organizations.

"ASM" accumulates information concerning the housing-and-municipal sphere of each house: data on life support systems – electro-, heat and water supply, the reports of the management and resource supplying companies given about compliance of volumes of the services shown for payment, to really provided volumes of services and other information on housing and public utilities. Also ASM collects information from databases of the city administrations and all organizations involved in structure of housing and public utilities including dispatching and abnormal services of the city. Then aggregated data are transferred to region level, then – to federal level.

A system will help to control more carefully activity of management companies, forcing them to work for the benefit of citizens most qualitatively. Existence of a single system of data processing about the provided resources and services and their consumption by owners will give the chance to exclude unreasonable overestimate of a service fee of housing and public utilities.

As a part of ASM housing and public utilities work of the Internet portal where information on consumption level and technical parameters of energy resources will become available to inhabitants of houses is provided.

On the Internet portal each citizen will be able to obtain detailed information on the actual amounts of consumption of utilities in his house and about the volumes shown for payment by a local settlement system and then to compare all these data with the received invoice for payment. Data on consumption of all-house resources will be available to all. In case of discrepancy of actually provided and consumed volume with the added indications, the consumer will have an opportunity - to reason the requirement about need of recalculation of payments and correction of future tariff plan.
