BEST-5 of State procurement

The BEST company released in June, 2013 the application of enterprise management system BEST-5 — State procurement. This application provides full-volume accounting of placement of state orders and the conclusion of public contracts on the deliveries of goods, execution of works, rendering services performed for the state and municipal needs.

Accounting in the application is implemented according to the requirements formulated in Federal law N 94-FZ "About placing orders for the supply of goods, works and services for state and municipal needs" and the Federal law from N 223-FZ "About purchases of goods, works, services as separate types of legal entities".

The State procurements application covers all trajectory of conducting state procurements, beginning from data entry on limits of expenditure of means, trackings of placement of purchases (through biddings or other ways), the conclusions of government contracts and agreements — up to control of their execution and formation of the necessary reporting.

The circle of the tasks solved using this application includes registration of limits of expenditure of means, accounting of state orders and tenderings by orders, accounting of the signed public contracts, accounting of agreements on purchases of small volume.

The application allows to check effectively timeliness and completeness of performance of the signed contracts and also to quickly monitor their payment according to the approved payment schedules. Along with control of obligation fulfillment according to government contracts, execution of limits of financing by budget items is controlled.

Accounting of objects of procurement can be conducted as by the nomenclature of system BEST-5 (i.e. according to classification which is applied by the specific organization user), and by positions of the qualifier of a RCEAP and also by the nomenclature reference book of purchases which list of positions is provided in the Order of the Ministry of Economic Development of the Russian Federation N273 of 6/7/11 and in the Order of the Government of the Russian Federation. N 616 of 6/21/12.

In the State procurements application a number of the reports intended for the analysis of a status of state orders and government contracts forms. It is the report "N-1 form biddings", approved as the Order of Rosstat of 8/30/2012 N 473 and also various research opinions in purchase objects, a status of requests for biddings, payment and performance of contracts and so forth.

Thus, the new State procurements application is the effective instrument of control of purchasing activity of the public and municipal authorities.
