BSS Engineering: Universal Processing Center

The information system "Universal Processing Center" (further – the IC Ukrainian Orthodox Church) is intended for is information technology support of processes of accounting of provision of services and goods to citizens which are holders of social cards (other means of payment).

The IC Ukrainian Orthodox Church completely supports standard processes of rendering the address social help to the population in the region, providing a possibility of non-cash payments during the receiving services or purchase of goods by means of social cards (other means of payment).

Basic functions of the IC Ukrainian Orthodox Church are:

• registration of social programs, requirements to goods and services, rules of rendering address help;
• registration of participants of processes of rendering the address social help (the state bodies, the organizations rendering the services and implementing goods);
• maintaining lists of the goods and services available to implementation within social programs;
• accounting of information on providing means to citizens within social programs (social certificates);
• maintaining personal accounts of holders of cards, including by the address help;
• processing of operations with cards during the receiving service or purchase of goods;
• collecting and data processing about the volume and the facts of rendering services and purchase of goods, including calculation of cost;
• reconciliation of reporting information by the organizations rendering services and implementing goods for the purpose of calculation of the size of a subsidy.

Regional information systems which can interact with the IC Ukrainian Orthodox Church by means of electronic services:

• The IC of the organizations organizing providing means to citizens as the address help within social programs - for information transfer about the amount of the provided help and identifiers of the social card of the citizen;
• The IC of the organizations rendering services - for transfer of reference books of services and transactions about the facts and volume of rendering services;
• The IC of the organizations implementing goods for transfer of reference books of goods and financial transactions;
• The IC of the state bodies controlling process of rendering to the population of services and the address social help for obtaining the reference information;
• the regional portal of public services - for providing to citizens information on a remaining balance on personal accounts and the facts of rendering the services which are subject to payment.

A system is constructed on the basis of three-level architecture "the client (presentation layer)" – "the application server (business logic layer)" – "the DBMS server (level of storage and data management)".

For the Citizen:

• Purchase of goods in usual outlets with payment by means of the certificate.
• Possibility of purchase of better goods due to emergence of the competition for the buyer.
• Possibility of surcharge from own means for receiving more expensive goods.
• Possibility of the choice of all necessary goods on one social show-window.
• Deniability from the goods/services ordered on a social show-window until delivery.
• Return of funds for the certificate at unfair order fulfillment by trade enterprise.
• Increase in extent of informing on the list of the services received earlier (including their costs) or the rendered social help (via the infomat, the regional CCGT or phone).

For social security authorities of the population:

• Decrease in labor costs of social workers due to failure from the address help in the natural form and the movement of cash between the citizen and the social worker.
• Reduction of risk of unfair service of citizens due to automatic control of the list of traded goods and the rendered services.
• Reduction of risk of unfair service of citizens due to efficiency of an information access about the facts of rendering services (rendering the social help) to citizens for clarification of degree of satisfaction with quality.
• Expansion of the list of the provided services and the address help at the expense of a possibility of application of difficult rates (taking into account a discount, the put specific category of the exempt, partial payment of service in points and rubles) and involvement of new suppliers of goods and services.

2. Средства in volume of the help (in conditional currency) are credited to the account of the social card.

4. Орган executive power obtains information on the fact of sale and for its amount compensates trade organization goods cost.
