BelToll is an electronic system of collecting of a fare which is put into commercial operation in the territory of Republic of Belarus since August 1, 2013. A system is based on use of technology of a specialized radio communication at short distances which allows to perform collecting of payment from users of the road without the need for a stop of vehicles in rallying points of a fare.
Extent of network of toll roads which are serviced by the electronic system of collecting of a fare BelToll installed and operated by Kapsch TrafficCom company in Belarus increased by 256 kilometers, and as of the beginning of August, exactly a year later after start of a system in operation on August 1, 2013, the extent of the paid trunks BelToll contains 1189 kilometers. The number of the registered vehicles since system launch in operation increased more than three times, from 60 thousand to 190 thousand cars. For the first year of operation the government of Belarus gained income of about 128 million dollars that is much higher, than the previous year, at collection of a fare in the manual mode. About 88 million dollars were received for the account of collection of a fare on section 600 kilometers long. After refinancing of costs for system implementation the most part of the received means will be used for repair and recovery of network of highways and for expansion of road infrastructure. Besides, thanks to creation of BelToll management company in Belarus more than 200 new jobs appeared.
2013: The electronic system of collection of a fare in Belarus was brought into operation
The electronic system of collection of a fare in Belarus was brought into operation on August 1, 2013; it succeeded the former system of collecting of the payment working in the manual mode and servicing a road network 815 kilometers long. In January, 2014 the extent of a system was increased by 118 kilometers, and then, on August 1, – by 256 kilometers. Thanks to the geographical location Belarus is one of the most significant transport hubs of Europe. With respect thereto it is important to provide faultless and effective functioning of all transport infrastructure, and the electronic systems of collection of a fare play in it an important role. System implementation not only allows the registered participants to continue the movement on points of collection of payment without stops, but also minimizes risk of formation of traffic jams and helps to reduce air pollution level. Participants of traffic with approval met start of a new system. In particular, Sergey Rodionov noted: 'At start of a new solution for collecting of a fare the load of the administrative responsibility is not less at all, than responsibility for creation of technical infrastructure. In this case the company perfectly worked in both directions, we managed to increase the level of technical expertize in the country. Since launch of the first stage of the project last year, now we employ in Belarus only of local gurus in addition to several managers on the project from Austria'.
The BelToll system provides the electronic mechanism of collection of a fare. Onboard devices (transponders) are installed in cars and use microwave technology for interaction with road infrastructure. The fare is levied from vehicles whose total weight exceeds 3.5 tons and also from the cars with a total weight less than 3.5 tons but registered outside customs union of Belarus, Russia and Kazakhstan. A system was developed with calculation that the term of its operation will be 20 years. It is one of eight national electronic systems of collection of a payment in Europe, five of which were constructed by Kapsch TrafficCom company.
2014: More than 200,000 vehicles are registered in the BelToll system
In October, 2014 the boundary of 200,000 vehicles, the registered vehicles by the BelToll system, intellectual conveyor system which was implemented in Belarus by KapschTrafficCom company is overcome.
"The number of vehicles is one of keyword parameters of system effectiveness. The more users of paid roads in Belarus – the more means come to the republican budget on their contents and upgrade. The number of users grew up together with the extent of the paid road - in particular, the indicative boundary of 200,000 onboard devices was reached after putting into operation of new sections of roads. Also this indicator says that we achieved high knowledge of transport companies of system operation and of rules of its use", – Brown Sergey, the public relations manager of the operator of the BelToll system of IOOO "Kapsh Telematik Servisiz" says.
In October in the BelToll system 200,000 vehicles, mainly from Belarus, Russia, Poland, Ukraine, the Baltic States are registered: 51% of a total quantity of the registered vehicles – foreign. Most of all registered vehicles belongs to residents of Russia (12%), Ukraine (10%), Poland (10%) and Lithuania (7%).
Still nearly 80% of all registered vehicles have technically admissible lump more than 3.5 tons. The second in value group – about 16% – the vehicles with technically admissible lump no more than 3.5 tons registered outside the Customs union. Buses make about 5% of a total quantity of vehicles in a system.
BelToll works at the main highways of Belarus, and its total length is 1,189 kilometers. Infrastructure of a system includes 90 stations of collecting of payment; in the country 52 service points of clients in whom it is possible to take on the security the onboard device work, to sign the agreement on use of the road and to fill up the personal account.
