CS UrbanView represents the three-unit portal solution with the thin client allowing to publish the space and descriptive data which are stored in Oracle DBMS using the Oracle Locator/Spatial specifications in Internet/Intranet networks. CS UrbanView is intended for solving of tasks, both the municipal, and regional levels connected with search, the analysis and display of space and attributive data due to support of all known coordinate systems and cartographic projections.
CS UrbanView can be applied within complex projects on creation of municipal GIS, information systems of ensuring town-planning activity (IC OGD) and GIS of monitoring of utilities, including as the instrument of information support of mobile crews. Use of the principle of uniform storage of space and descriptive data on the basis of Oracle DBMS provides a possibility of operating with unlimited amounts of data for any number of users with the organization of the regulated access by DBMS administrative tools. The subset of the space and descriptive data intended for the publication is defined by the administrator of the portal, usually carry to such data:
- town-planning documentation of municipal and regional levels, including functional and territorial zoning and documents of title;
- address registers of levels of municipalities and subject of the Russian Federation;
- data on objects of capital construction and land, cadastral plots;
- data on engineering infrastructure (water supply and the sewerage, gas - and heat supply, air and cable networks of power supply, telecommunication networks).
In September, 2016 by the order of the Ministry of Telecom and Mass Communications of the Russian Federation the Register of the domestic software includes a software package for development of the GIS portals CS UrbanView. It provides providing a public access in the browser (including mobile platforms) to the space and semantic data and the related documents which are stored in DBMS without installation on the user workplace of any software or expansion units to the browser.
Being constructed according to the concept of three-level architecture based on products and technologies of Oracle company, the CS UrbanView complex consists of three principal components:
- Application servers on the basis of the product Oracle® WebLogic Server;
- Database server on basis СУБДOracle® of Database;
- The thin client (web client) as whom practically any desktop or mobile web browser acts (Microsoft Internet Explorer Google Chrome Mozilla Firefox etc.).
The server of Oracle application WebLogic Server is the product of the line of Oracle Fusion Middleware which is the full Java platform for implementation business of business processing and statistical analysis of data of the IC OGD. The used basis of Oracle Application Development Framework (Oracle ADF) and also the Oracle MapViewer component unrolled on the application server, allow to process and display quickly data, to perform thematic mapping and the space analysis.
The database server is constructed on the basis of the product Oracle Database with the option Oracle Spatial or Oracle Locator providing storages of space data.
All listed components can be successfully installed and unrolled in popular 32-bit and 64-bit operating systems – Microsoft Windows, Linux, Solaris that provides additional flexibility in configuring of a system and complete cross-platform of the project.
The architecture of the CS UrbanView complex provides excellent scalability, configurability, reliability and security of a system, and, above all, – low requirements to performance and characteristics of client jobs that allows to use in their quality not only desktop and portable computers, but also mobile phones, smartphones, tablet PCs, etc.
Mobile web clients give the chance of the organization of operational work of users with CS UrbanView service. Use of mobile devices and wireless networks of data transmission (Wi-fi networks and 3G) for the organization of access to CS UrbanView is optimal for employees of the municipal services performing operational data entry and administrative personnel for the subsequent receiving a complete information picture of the utilities given in this or that sphere. For example, the engineers of cable power supply networks performing service of technology equipment can enter the service attributive information by means of smartphones or tablet PCs which then is immediately displayed on client computers at the personnel which are in the administrative building.

CS UrbanView gives abilities to integrate with third-party cartographic services.
Integration with Google services of Maps and Google Earth gives the chance to combine the space data stored on a local database server of the IC OGD with the public cards provided to Google Maps. And interaction with Google Earth gives the chance of display of the additional information about three-dimensional objects.

In case of presence at the customer of own array of the geoattached raster data (aerial photography or satellite pictures of high resolution) CS UrbanView allows to use Oracle GeoRaster technology for their display as a substrate of the vector card.

The functionality of geoinformational portals can be considerably expanded due to use of CS UrbanView and means of service-oriented architecture (SOA) for integration with external sources of space or attributive data.
Example of such implementation is the interaction mechanism implemented in CS UrbanView with web service of the Federal public portal of Rosreestr which allows to request in real time space and attributive (cadastral number, the address, category, the area, cost) data on cadastral sections and to display them on the card. For implementation of this functionality the structure of CS UrbanView includes specially developed provider of space data working running Oracle MapViewer, and attributive data are processed and displayed directly by the CS UrbanView application.

Possibilities of the thematic mapping applied in CS UrbanView allow to select or designate objects which values of the interesting attributes, get to the specified interval on the card or match a preset value. For example, it is possible to designate in color town-planning zones which area gets to the set range of values. Designation on the card of cable networks of cables of low tension of the interesting brands can be other example of opportunities of thematic mapping.

Possibilities of the space analysis and search are provided to CS UrbanView:
- Object search on radius from the set point allows to look for the objects on the card which are contained in the zone determined by a circle with the set center and radius;
- Object search in any polygon allows, having designated the required territory on the card, and having specified how contents will be analyzed, to look for in information base and on the card the objects placed on it (buildings, roads, site plannings and land surveying, communication, etc.);
- Object search in a buffer zone allows the user, having selected an object, a thematic layer and width of a buffer zone, to perform the analysis of contents of territories, adjacent to an object;
- Overlay search allows, having designated a required object on the card, to find all information on the objects which are contained in it. For example, to find all buildings, constructions and communications which are contained in the set section of land surveying or a design.
On any object selected the card the user can quickly obtain the technical and legal information which is contained in the IC OGD and also to browse and load the public relevant documents of title concerning the selected object on the computer.
The software package CS UrbanView also allows to perform OLAP data analysis of the IC OGD, creating pivot tables and also visually illustrating analysis results and aggregations of the diagrams and charts given by means of a broad spectrum.
For management of work of the CS UrbanView complex the administration console which allows the system administrator to change randomly quantity, the nomenclature, styles and the sequence of display of different classes of the space objects stored century is used DBMS Oracle Database.
The most part of functionality of the CS UrbanView complex is available on mobile devices among used operating systems iOS, Android and Symbian.
