2021: Passport data and winnings of casino players will be transferred to the Federal Tax Service
At the end of April 2021, it became known about the order of the Federal Tax Service (FTS), according to which the personal data of casino players and slot machine halls should be transferred to the department for further placement in a special register. Tax officials will receive full names, passport data, TIN and the amount of winning players.
Information is transmitted to the tax authorities at the place of registration no later than May 1, 2021 in electronic form. The order of the Federal Tax Service comes into force on May 4.
The amount of winnings and prizes received during games, competitions, quizzes and draws that are not related to advertising goods, works, services is subject to personal income tax at a rate of 13%.
The leading lawyer of the Tax Disputes practice of Lemchik, Krupsky and Partners, Alexander Zemchenkov, in a conversation with Vedomosti, noted that the amendments will strengthen control in the field of casinos and slot machines. Previously, individuals independently provided the necessary documents to the tax and calculated the amount of personal income tax on these incomes. This allowed taxpayers to hide the amounts of proceeds from winnings.
Ekaterina Boldinova, head of tax practice at Five Stones Consulting law firm, recalled that the law on identifying casino visitors for tax purposes was adopted only in 2020.

In February 2021, the Tax Code was amended to establish requirements for providing data on the winnings of visitors in electronic form, but the full composition of personal data for inclusion in the register was determined only in April.[1]
