The cognitive system of broadband wireless access - technology of use of additional bands of radio-frequency range.

On July 7, 2016 MegaFon companies, Nokia and Research institute of radio (Federal State Unitary Enterprise NIIR) announced completion of tests of a cognitive system of broadband wireless access (cognitive radio).

Concept of LSA, (2015)


The LSA technology consists of two principal components:

  • The location-based LSA database where there is up-to-date information about spectrum use on regions and on time. The database can be supported by the regulator or the third party authorized by the regulator.
  • The LSA controller located in network of the operator and allowing to manage canals and base stations of LTE in those regions and during those time frames where and when the main owner does not use these or those frequencies. The LSA controller is a part of an operator network management system and automatically obtains information on available frequencies from the LSA database.

Are tested within the researches initiated by the State commission of the Russian Federation on radio frequencies (SCRF). Field tests confirmed existence of opportunities for implementation of the technological solution on license sharing of spectral bands of Licensed Shared Access (LSA) that allowed participants of researches to draw a conclusion on approach to implementation of technologies of fifth generation (5G) - flexible spectrum use of frequencies will be necessary for support of billions of network connections: users, applications, devices and objects.

The LSA technology by means of use of additional radio frequency bands will help the telecom operator to improve a covering and to increase quality of the mobile Internet, both in buildings, and on the open area. Use of the solution LSA will simplify management of a radio frequency spectrum due to use of the technologies capable to dynamically configure network according to statutory rules of spectrum use on the basis of data on an electromagnetic situation in specific geographical area. Base and subscriber stations adjust the operational parameters according to the commands received from a network management system which in turn obtains information from the location-based LSA database on the restrictions for use of this or that radio-frequency resource operating in specific timepoint.

Thanks to cooperation with the companies "MegaFon" and Nokia we tested the cognitive system of wireless access including the location-based database. Tests clearly showed a possibility of sharing of radio frequency bands by several radio services and implementations of the concept of LSA as promising solution for access to different ranges of a radio frequency spectrum and perspective management to them. Thanks to these tests Russia will be able to take a major step in the field of regulation of use of a radio frequency spectrum forward.
