2022: Approval of the platform launch by the Government of the Russian Federation

In August 2022, Prime Minister Mikhail Mishustin signed a decree approving an action plan for the implementation of the concept of developing creative industries to support the creative sector of the economy. One of the points of the document involves the launch of the digital platform "Cultural Map 360" for the development of creative goods and services. This platform will unite manufacturers and consumers of creative goods and services, investors and authorities.

As the press service of the Cabinet explains, creative (creative) industries are areas of activity, a significant part of added value in which is formed through creative activity and intellectual property rights management. Among such industries are cinematography, architecture, visual and theatrical arts, fashion, design, advertising, animation, folk arts. All these areas, with proper support, can attract investment, make up a significant share of GDP, contribute to the creation of new jobs and the development of the economy as a whole.

Mishustin approved the launch of the digital platform "Cultural Map 360"

The plan approved by the Government is designed for 2022-2024. Its activities are aimed at creating conditions for the development of creative entrepreneurship and the promotion of domestic creative brands.

First of all, it is proposed to legislate the concepts of "creative industries" and "creative entrepreneurship" and determine priority areas for supporting creative industries based on the specifics of each territory.

In addition, it is planned to form a separate group for creative industries in the All-Russian Classifier of Economic Activities (OKVED). This will allow the state to regularly monitor the effectiveness of the support measures provided and promptly respond to market requests.

As additional mechanisms for supporting the creative economy sector, it is proposed to attract venture and borrowed financing, to introduce models of public-private partnership.[1]
