DIN: Accounting of subsidies to agricultural producers (SPS)

"DIN: Accounting of subsidies for agriculture" is operated in the authorities responsible for subsidizing of agriculture since 2009. Specialized Software Tool (SST) "DIN: Accounting of subsidies for agriculture" it is developed for automation of problems of planning, accounting, control, the analysis and monitoring of payments of the subsidies provided to agricultural producers.

Updates of 2016

In April, 2016 functionality of the specialized software tool "DIN: Accounting of subsidies for agriculture" was expanded at the expense of a new subsystem "Personnel support".

The subsystem "Personnel support" allowed to automate calculation of subsidies for support of personnel capacity of agro-industrial complex for different payments. On the basis of calculations of subsidies registers on payment and requests for a cash expense began to form automatically, including tax on income of individuals (PIT). Also the subsystem allowed to perform exchange of requests for a cash expense with accounting department of public institution and ATsK Finance and to create the different operational reports connected with development.

Basic functionality

As of 2013 tasks are implemented by conditions of subsidizing and the directions of crediting (cost types) on the federal budget and the budget of territorial subjects of the Russian Federation, according to the state resolutions, acting within the Program of development of agriculture and regulation of the markets of agricultural products, raw materials and food.

To SPS it is intended for divisions of authorized bodies of the subjects of the Russian Federation performing functions of accounting of the budgetary funds provided to agricultural producers in the form of subsidies.

For solving of tasks, delivered before department of subsidizing, the following main modular functionality is provided in the software tool:

• accounting of providing subsidies for compensation of percent on the credits;
• accounting of providing subsidies for support of the industry;
• accounting of subsidies for compensation of costs for crop insurance;
• accounting of subsidies for social development of the village.

The automated calculation of the plan of charge of percent on loan agreements for any period considers all influencing events: dates and the amount of receiving or repayment of the credit amounts, the interest rate realignments under the agreement, changes of a refunding rate, date and frequency of charge of percent and others.

Account of subsidies is kept by agreements, irrespective of their form of business.

When calculating the size of subsidies the parameters of resolutions applied to specific agreements are considered. The document fixes not only the sizes of subsidies, but also a remaining balance of loan target debt and the saved-up amounts of target use.

Use of the software tool allows to receive most detailed picture according to the plan and to the fact of payment of subsidies, to create report forms as regulated by regulations, and reports for management accounting in different analytical cuts:

• By SPS it is implemented, as in the "normal" and "managed" application for 1C: Enterprise platform 8.2.
• A system can be unrolled, both in the file - server, and in client-server option.
• Connection via the Internet allows to ensure functioning of users of SPS with information bases deleted with on-line, by means of the thin client and the web client.
• The software tool is flexibly configured under regional features, and is also integrated with external information systems.

In 7 years of existence of the software tool the functionality of the software tool was complemented with the following subsystems:

• Interbudget transfers - operational accounting of the actual cash flow between the budget of the subject of the Russian Federation and budgets of municipal districts (city districts);
• "Monitoring of the movement of budgetary funds" - operational monitoring of support of agriculture in general on the region/area/receiver of subsidies regarding terms and volumes of execution of financing;
• "Universal business processes" - setup of the necessary business processes connected with approval of statements for providing subsidies;
• "SIEI" - access to a single system of interdepartmental electronic interaction;
• "The public electronic services" - the information storage and settings connected with the public electronic services provided via the Uniform portal of public services or the Personal account of an agricultural producer.
