Data model Territorial planning

In February, 2013 the Russian companies "Data+", the supplier of technologies and solutions for creation of geographic information systems, and Esri CIS, the distributor in the CIS countries of Esri company, the world supplier of geoinformation technologies, – announce creation of the Data model "Territorial planning" developed especially for use in family of software products ArcGIS of Esri company.

The Order of the Ministry of Regional Development of the Russian Federation of January 30, 2012 No. 19 "About the approval of requirements to the description and display in documents of territorial planning of objects of federal importance, objects of regional value, objects of local value" is the cornerstone of the offered Data model.

The order defines requirements to the digital description and display of objects on the cards which are a part of documents of territorial planning of the Russian Federation, territorial subjects of the Russian Federation and municipal entities.

These requirements are applied: by preparation and making changes in documents of territorial planning of the Russian Federation, territorial subjects of the Russian Federation and municipal entities; during the creation of information systems of ensuring town-planning activity and regional information systems intended for territorial planning; at the organization of information exchange with different information systems for problem solving, the territories connected with development at the state and municipal level.

In the Order requirements to classes, names, codes, attributes, reference books and also to methods of display and to rules of topology (the digital description of objects) without specification of GIS and a method of preparation and the publication of cartographic representations are described (cards and schemes of territorial planning).

Development of "Data+" implements requirements of the Order when using a product line of Esri ArcGIS for preparation and the publication of cards, including, among the Internet and also provides use of base of geodata as main method of the organization and storage of space data.

Schemes of territorial planning are submitted by 23 theme groups: only 133 classes of space objects in 22 data sets. The qualifier of objects is made by about 600 objects of three types of geometry (point, linear and polygonal). The characteristics of objects and samples of characters of display of objects on the card (markers, linear characters or filling) are inherent in each group. Characters can change on color and the size – depending on key characteristics for this subject, for example Object type influences the character size, Novelty – its color, etc.
